Purpose of Job
· To implement, monitor and evaluate policies, procedures and operating requirements to support achievement of the Centre’s goals and meet legislative compliance.
Key Responsibility areas
Implement HR policies
· Prepare HR policies, procedures and Staff Handbook for implementation
· Implement the latest HR policies and procedures
· Maintain and Evaluate HR policies and procedures
· Manage staff welfare, leave records and insurance policy
· Handle staff insurance claims and insurance policy renewal
Perform recruitment and selection activities
· Assist and support the Executive Director in the recruitment and selection process
· Handle job advertisements, reply to job applicants, arrange interview, pre-employment check up
· Prepare all HR letters
· Issue Letter of Appointment, job description, staff letter on contract / probation / confirmation / increment / bonus / promotion / termination / resignation
· Conduct orientation for new staff
· Liaise with MOM for Employment Pass where needed
· Handle Payroll processes
Perform performance and rewards activities
· Assist and support in the appraisal review for staff
· Summarise performance rating for the Management
· Review, standardize, document and present performance ratings
· Arrange performance appraisal, probation review, exit interview
· Conduct computation of salary increment, AWS, AVC and PB
Provide HR operations support
· Prepare name list of staff, Management Committee members and SY society
· Work with MOM, IRAS and CPF on matters pertaining to HR
· Handle training records
· Apply VCF, SDF and SDL funding for staff
· Conduct submission of Ad-hoc Survey Form to MSF/NCSS
Support Reception/Front Desk Activities
Any other duties as assigned
Requirements
· Relevant work experience in a managerial role in Social Service Agencies and/or IPC Charities is preferred.
· Experience and a strong understanding of HR functions and operations.
· At least 2 years of HR work experience is preferrable.
· Familiarity with JustLogin system is preferrable.
· Must possess a Diploma or Degree in HR or equivalent.
Other Requirements
· Good working knowledge of labor laws and human resource practices.
· Able to build relationships and is an open and confident communicator and presenter.
· Proven ability to develop and implement HR strategies.
· Must possess excellent organizational and planning skills.
· Competent in using Office software (Excel, Word, and PowerPoint).
· Able to work independently and as part of a team
· Possess good oral and written communication skills.
· Possess problem-solving, critical thinking and decision making skills.
· Able to assimilate and analyze information quickly and accurately, to think strategically, formulate decisions and make recommendations.
· Able to plan for and keep track of multiple projects and deadlines.
