RESPONSIBILITIES
- Learning & Development
- Design, implement, and manage the University's corporate learning curricula, elearning, webinars, materials, and programmes; source, commission and coordinate with external trainers and vendors as needed.
- With support from T&OD and HR Technology and Operations (HRTO) teams, lead on the development, implementation and maintenance of learning management systems, including elearning and mentoring platforms.
- Ensure that learning content and materials (e-learning courses, videos, toolkits, documents) are kept updated, uploaded and organized within the LMS.
- Plan, develop and deliver marketing and communication strategies, materials/info toolkits, to promote engagement with learning and development programmes and activities.
- Manages the L&D budget effectively, including cost analysis and internal/external vendor negotiations.
- Monitor and assess the impact and effectiveness of learning and organizational development initiatives, programmes and resources.
- Identify, track, collate and analyse learning feedback and metrics to prepare reports, analytics and insights to inform Senior Management decisions and planning in workforce capabilities and for continuous improvements.
- Coach and support people leaders and employees in developing their leadership and management capabilities.
- L&D Programmes and Sponsorship Schemes
- Develop, implement and manage the implementation of L&D programmes/initiatives (e.g. short-term attachments, job rotations, etc) and employee education sponsorship programmes with the support of the HRTO and T&OD teams.
- Prepare reports for Senior Management for decision-making on sponsorship awards and evaluation of programme effectiveness.
- Organisational Development
- Contribute ideas, good practice, research, and analysis to the development of T&OD strategy to ensure integration and alignment with SMU's strategic goals.
- Create and implement competency frameworks tailored to various roles and career levels.
- Design and conduct learning needs analysis to identify critical skills gaps and development opportunities.
- Partner stakeholders to design learning strategy, learning pathways, and programmes to build capabilities and/or address skills gaps.
- Contribute to and lead assigned HR, OD and change management initiatives, processes and interventions to promote continuous improvements, a high-performing and learning culture.
- Design, manage and deliver organizational development initiatives and interventions such as team development, competency-based learning, and change management; including capabilities programmes aligned to strategic initiatives such as digital transformation, sustainability, and diversity and inclusion.
- Design and implement the channels and means of communication to drive understanding, engagement, and execution of University initiatives and actions, including the development of internal change and communication plans, stakeholder alignment, and relevant policies, processes and systems.
- Degree / Diploma with at least 8 years' experience.
- Strong project management skills and the ability to plan, execute, and evaluate learning and OD initiatives, programmes, cultural audits/assessments, 360-feedback processes in a multi-cultural and complex environment.
- Competence in the use of standard Microsoft Office Suite applications; experience of SAP HR, excel dashboards, and reporting tools preferred.
- Strong numeracy, statistical and data skills to gather, analyse and present quantitative and qualitative data to drive actions.
- Conversant in web-learning technologies, GenAI and virtual collaboration tools (e.g. Sharepoint, MS Teams, etc), and Microsoft Office Applications.
- Familiarity with learning management platforms to administer, track, and evaluate training programs, and competent in using training software, e-learning platforms, and multimedia tools for creating engaging training materials.

- Training, facilitation and courseware/curriculum development.
- Design and management of 360 degree feedback.
- Coaching.
