What the role is
You will be part of the dynamic Capability & Programme Development team that is responsible for the building of workforce competency, under the Centre for Capability & Knowledge, Singapore Environment Institute. Under the guidance of a Senior Assistant Director (SAD), you will work with team members and stakeholder departments to ensure that NEA officers and industry professionals are equipped with the requisite knowledge and skills for their work.
What you will be working on
You will be responsible for the following:
- Work with internal and external stakeholders to develop, implement and/or review competency frameworks and job competency matrices.
- Conceptualise, plan and manage communication, engagement and change management activities including content development.
- Conduct organisational competency profiling exercises to identify competency gaps and develop appropriate interventions (e.g. an L&D roadmap).
- Engage departments and facilitate the distillation of critical functional competencies, appropriate proficiency levels and training to support competency-based workforce performance management.
- Rationalise job roles and competencies across competency frameworks.
- Facilitate the development of proficiency validation methods/exercises by departments.
- Lead learning needs analysis, learning plan implementation for assigned departments, and address queries from departments on learning matters.
- Conduct market scanning and research into emerging trends to update and align competency requirements to NEA’s and industry’s needs.
- Prepare presentations, policy papers and briefs to facilitate timely updates to senior management.
- Perform data analysis to support decision-making on the prioritisation of resources and economies of scale.
- Perform secretariat duties for various meeting and approval platforms.
What we are looking for
The job might be for you if you possess the following:
- At least 5 years of relevant experience in a training and development capacity.
- Practical experience in conducting and implementing competency framework development, learning needs analysis, learner profile analysis, competency-based learning and stakeholder engagement in a dynamic organisation.
- Work experience in planning and manage change within an organisation.
- Work experience in planning and managing comms and engagement activities, including content creation.
- Enjoy and is able to communicate complex ideas to a diverse audience in logical, simple terms and images (e.g. infographics).
- Ability to use content creation tools like CANVA, ARTICULATE and GenAI tools will be an advantage.
- Able to perform logical analysis on data and present results in a comprehensive manner.
- Outgoing, pleasant personality with a can-do-spirit.
- ACTA/ACLP, DACE, or similar adult training and education certifications would be an advantage.
- Ability to use Microsoft Excel for data collation, entry and analytics. Use of other analytics & productivity tools such as RPA/R/Python would be an advantage.
- Have strong project management skills and able to work in a fast-paced and dynamic environment that would require the ability to manage multiple priorities, timeline and stakeholders simultaneously.
- Meticulous with a strong analytical mind.
- Successful candidate may be required to travel to various NEA office locations for engagement, focus group discussions and validation sessions.
