Requirements:
- Bachelor degree in Supply Chain Management, Procurement or a related field
- Bachelor degree in Quantity Surveying, Construction Management, Civil Engineering is a plus
- Proven experience as a Procurement Specialist, preferably in the construction or engineering industry
- Familiarity with procurement processess, sourcing strategies, contract negotiation, and supplier management
- Strong knowledge of procurement principles, practices, and regulations, including understanding of construction materials, equipment, and services procurement
- Proficiency in procurement software and tools such as SAP, Oracle, Ariba, DOXA, IFCA or similar systems
- Knowledge of construction contracts in Singapore (SIA, REDAS, PSSCOC, etc) including FIDIC is a plus
- Ability to analyze procurement data and generate reports
- Experience in contract management including reviewing, negotiating and administering procurement contracts
- Familiarity with contract terms, specifications, legal requirements, and risk mitigation strategies
- Ability to source and evaluate suppliers, obtain quotations, and negotiate contracts for construction-related materials, equipment, and services
- Experience in managing supplier relationships, monitoring performance, and addressing issues or disputes effectively
- Excellent communication, negotiation, and interpersonal skills to liaise with internal stakeholders, project teams, suppliers, subcontractors, and regulatory authorities
- Ability to articulate procurement requirements, negotiate contract terms, and resolve procurement-related issues professionally
- Analytical mindset, attention to detail and ability to analyze procurement data, identify trends and make data-driven procurement decisions
- Strong problem-solving skills to address procurement challenges, mitigate risks, and optimize procurement processes
- Understanding of procurement compliance requirements, ethical standards, and best practices and company's policy
- Adherence to relevant laws, regulations and industry standards in procurement activities
