Assistant Director (Policy and Plans)

The Assistant Director (Policy and Plans) is responsible for providing strategic leadership and operational oversight to the development, implementation, and evaluation of policies, plans, and processes that support the organization's mission and objectives. This is a newly created job position to address governance, drive innovation, enhance organizational effectiveness, and ensure compliance with relevant regulations and standards. Assistant Director (Policy) will report directly to the CEO of HEB.


The ideal candidate will possess a strong combination of strategic thinking, critical thinking, and problem-solving skills, enabling him/her to develop and implement effective solutions. He/she will also demonstrate strong leadership qualities, inspiring and motivating teams to achieve organizational goals. Excellent communication and collaboration skills are essential for building relationships, fostering teamwork, and ensuring effective knowledge sharing. A commitment to innovation and adaptability will be crucial for navigating a rapidly changing environment, while an attention to detail will ensure that tasks are executed with precision and accuracy.This is a senior position suitable for someone with substantial work experience.


Summary of Responsibilities:


Key responsibilities and tasks of this position are listed below, but not limited to these:


· Policy and Planning: Develop and review policies, plans, and procedures that align with the organization's strategic objectives. Conduct research and analysis to identify relevant trends and best practices to ensure that these policies are informed and effective. Additionally, the Assistant Director will be tasked with ensuring compliance with all applicable regulations and standards, as well as facilitating stakeholder engagement and consultation processes to gather input and build consensus.


· Governance Support: Provide comprehensive secretariat support to the governance committee, including agenda preparation, meeting facilitation, and minute-taking. Implement governance directives as decided by the committee. This will require stakeholder engagement and change management skills.


· Workplan Management: Drive the development and implementation of the secretariat's workplan, ensuring that tasks are prioritized, deadlines are met, and resources are allocated effectively.


· Performance Metrics: Develop and manage Objectives and Key Results to measure the organization's performance and identify areas for improvement.


· Innovation Projects: Lead the implementation of innovation projects, including knowledge strategy development, knowledge capture and sharing, database and repository management, collaboration and engagement, monitoring and evaluation, training and support, technology management, and trends analysis.


· Knowledge Management: Develop comprehensive plans that align with the organization's goals, identify knowledge gaps and opportunities for improvement, establish processes for capturing, storing, and sharing knowledge and best practices, facilitate knowledge-sharing forums and training sessions, maintain and enhance knowledge management systems, foster a culture of knowledge sharing and collaboration, develop metrics to assess the effectiveness of knowledge management initiatives.


· Reporting: Establish and refine reporting dashboards and indicators for the board, its executive committee and the secretariat.


Qualifications and Experience:

· Bachelor’s Degree from a reputed university

· Proficient in spoken Tamil, to engage our large foreign workforce.

· Experience in a leadership role in policy development, strategic planning, and project management in a complex organisation.

· Strong appreciation of governance frameworks, stakeholder engagement, knowledge management, information technology management and best practices.

· Excellent written, presentation and oral communication skills.

· Critical thinker with analytical and problem-solving skills.

· Able to work, from time to time, after office hours and on weekends to engage volunteers.

· Ability to work independently and as part of a team.
