Singapore Aquatics (SAQ) is the governing body for the aquatic sports of swimming, water polo, diving, and artistic swimming in Singapore. As a member of World Aquatics, SAQ is responsible for the development and education of aquatic players, officials, coaches, and volunteers throughout Singapore, as well as the conduct of competitions and programs for all levels of participation.

Job Title: Coach Development Manager/Senior Executive

Reports To: Director, National Swimming Pathway
Supervises: Coach Development Executives (Swimming)

Primary Job Purpose:

The Coach Development Manager/Senior Executive is responsible for overseeing and managing TeachSAQ & CoachSAQ's membership, coaching education, and development initiatives for swimming. This role involves leading a team, ensuring administrative and operational objectives are met, and collaborating with internal and external stakeholders to support SAQ’s goals. Additionally, this role works closely with the Swimming Pathway Executive and Club Development Senior Executive to ensure coaching pathways and programs are in alignment with national swimming pathways.


Roles & Responsibilities:

1. Leadership & Supervision:

  • Reporting Officer: Supervise Coach Development Executives (Swimming), providing guidance to ensure efficient execution of responsibilities.
  • Performance Management: Evaluate the performance of Coach Development Executives, offering feedback to meet goals in course and program administration, membership management, and stakeholder engagement.
  • Team Development: Foster professional development within the team through training and development and mentoring in administrative and program management.
  • Team Communications: Maintain relationships with the Coach Development team and manage communication with Sub-Committee members.

2. Coach Education and Development:

· Program & Event Coordination: Ensure effective support for course delivery, workshop administration, membership management, and logistical coordination for National Coaching programs and events. Provide oversight and ensure alignment with broader organizational goals.

  • Program Delivery: Participate in the planning, administration, and delivery of SG-Coach Level 1, 2, and 3 Coaching and Teaching streams, SwimSafer Instructor and Assessor courses, and CCE workshops.
    Responsibilities include:
    • Upkeep of program curriculum, materials, scheduling, program quality, and standards.
    • Liaison for attachment centres for SG-Coach programs.
    • Collaborating with Coach Developers on content development.
  • Community of Practice: Organise and coordinate regular sessions for Coach Developers and coaches to facilitate discussions and knowledge sharing.
  • Team Management: Oversee the education, development, and coordination of SAQ-appointed Coach Developers and Mentors for coaching sessions and workshops.

3. Other Administration:

  • Membership Services: Administer and maintain accurate, up-to-date records of swimming teachers' and coaches' membership platforms, including renewals, resource development, marketing, and web platform maintenance with improved processes.
  • Membership Management: Manage and maintain the registry of CoachSAQ and TeachSAQ registered coaches.
  • Monitoring & Evaluation: Develop tools to track the progression of coaches and teachers and monitor their readiness for advancement to higher tiers.
  • Assessment and Certification: Collaborate with the Swimming Pathway Executive to manage records for coaches, assessors, and certifications, ensuring seamless processing.
  • Sub-Committee Administration: Act as the lead secretary for the Coach Development Sub-committee and the Learn-to-Swim Sub-committee, including minute-taking, action item tracking, and administrative support.

4. Collaboration:

  • Program Delivery Collaboration: Coordinate with the Swimming Pathway Executive to manage administrative tasks related to national swimming pathway programs, aligning coaching development with swimming pathways to improve the competency of learn-to-swim standards.
  • ParentSAQ Workshops: Collaborate with the Club Development Executive and HPT to plan and organize parent workshops and forums to engage the swimming community.
  • Standards Enhancement: Work with the Deputy Executive Director and Club Development Executive to enhance club functions across five pillars: Athlete, Coach, Support Staff, Competition, and Parents.
  • Club Liaison: Work with the Club Development Executive Collaborate with clubs to onboard coaches to NROC and train them to deliver National Swimming Pathway programs in SwimSingapore.

5. Planning & Reporting:

  • Multi-Year Sports Plan: Assist the Technical Director (Swimming) and Director, National Swimming Pathway in monitoring and refining the Multi-Year Sports Plan, including budgeting and KPI setting.
  • Annual Reporting: Prepare information and reports for SAQ’s Annual Report and SportSG’s Core Data submission for swimming.

6. Stakeholder Management & Engagement:

  • Stakeholder Communication: Maintain communication and good relationship with internal and external stakeholders, including CoachSG, SwimSafer, SSI, course participants, coach developers, mentors, coaches, and clubs.
  • Public Relations: Collaborate with the SAQ Communications team to promote coach development activities and handle customer service inquiries related to coach development programs.

Preferred Requirements:

Educational & Certification Requirements:

  • Diploma/Degree in Business Administration, Business Management, Physical Education, Sports Management, Sports Science, Spots Coaching or related fields.
  • (WSQ) Advanced Certificate in Learning and Performance (ACLP) or Advanced Certificate in Training and Assessment (ACTA)
  • (WSQ) Diploma in Design and Development of Learning for Performance 2.0 (DDDLP 2.0)
  • Minimum NROC Level 1 Swimming Coach certification.

Skills & Experience:

  • Proven ability to manage team dynamics and individual development.
  • Experience in sport coaching or club administration, particularly in membership, people engagement & management, and competency development programs.
  • Strong understanding of the Singapore swimming landscape.
  • Proficient in Microsoft Office Suite and database management.
  • Willingness to work on weekday evenings and occasional weekends to support program delivery.
