Primary Objective

Ensure the safety and well-being of workers at construction sites, carry out duties in a safe and health environment, free from hazards and risks.

Preventing accidents, protecting lives, and promoting a culture of safety within the construction


Job Responsibilities


1. Compliance and Regulation:

Ensure compliance with Workplace Safety and Health (WSH) regulations, guidelines, and codes of practice.

Maintain up-to-date knowledge of local safety laws and industry standards.

Conduct regular audits and inspections to ensure safety compliance.


2. Risk Assessment:

Identify potential hazards on-site and conduct risk assessments.

Develop, implement, and review safety measures to mitigate identified risks.

Ensure that all safety procedures are documented and accessible.


3. Safety Planning:

Develop and implement safety management plans (SMP) and risk management systems.

Collaborate with project managers and engineers to integrate safety considerations into project planning and execution.


4. Training and Education:

Conduct safety induction and ongoing training programs for all site personnel.

Promote safety awareness and cultivate a culture of safety among workers.

Ensure that all workers are aware of emergency procedures and the proper use of Personal Protective Equipment (PPE).


5. Incident Management:

Lead investigations of workplace incidents, accidents, or near misses.

Document and report incidents to relevant authorities and management.

Implement corrective actions to prevent the recurrence of incidents.


6. Monitoring and Reporting:

Monitor the worksite to ensure that safety measures are being adhered to.

Prepare and submit safety reports, records, and documentation required by regulatory bodies.

Conduct regular safety audits and inspections.


7. Emergency Preparedness:

Develop and implement emergency response plans.

Conduct regular emergency drills and simulations.

Ensure that first aid facilities and emergency equipment are readily available and maintained.


8. Coordination and Communication:

Liaise with government authorities, external auditors, and safety consultants.

Coordinate with subcontractors and suppliers to ensure they adhere to WSH requirements.

Communicate effectively with site workers, management, and other stakeholders regarding safety issues.


9. Continuous Improvement:

Review and update safety policies and procedures regularly.

Analyze safety performance data to identify trends and areas for improvement.

Introduce new safety technologies or practices to enhance site safety.


Key Activities:

  • Conducting daily site safety inspections.
  • Organizing toolbox meetings with workers to discuss safety topics.
  • Managing and documenting the use of safety equipment like harnesses and scaffolding.
  • Keeping track of safety certifications and training records for all personnel.
  • Handling the registration and safe use of machinery and equipment on-site.
  • Ensuring proper signage and barricades are in place to prevent unauthorized access to hazardous areas.
  • Evaluate and inspect the environment, equipment and processes in project sites to ensure compliance with government safety regulations and industry standards.
  • Conduct periodic environment, health and safety audits on site with Project Manager to ensure compliance with ISO 9001, ISO 14001 and OHSAS 18001 standards.
  • Formulate and administer comprehensive Risk Management and review safe work procedure.
  • Investigate accidents to identify their causes and find ways to prevent them in the future.
  • Conduct safety related training for the staff and sub-contractors including foreign workers.
  • Coordinate implementation of corrective and preventive action.
  • Liaise with MOM, NEA, LTA and other government authorities on environment, health and safety matters.
  • Other ad-hoc duties assigned from time to time.

Job Requirements

  • Degree or Diploma in Safety, Engineering or related qualifications with LTA experiences.
  • Minimum 4 years of safety experiences as WSHO in the construction industry.
  • Registered WSHO with MOM and ECO with NEA.
  • High degree of initiative with strong analytical, communication and interpersonal skills.
  • Familiar with LTA, HDB and other safety requirements
