What are we looking for?
Our Advanced Process Manufacturing, Singapore is seeking an experienced QA/QC Project Manager with a proven background in semiconductor and construction support to join our growing team in Singapore. Reporting directly to the Quality Site Manager, the QA/QC Project Manager will implement and oversee the Tool Install Quality Program with the client and 3rd party stakeholders.
The successful candidates will thrive in a fast-paced environment and ideally have experience leading quality program implementation for complex construction projects within the microelectronics or similar industry.
Job Scope:
- Own, execute and deliver QA/QC Scope of Work on the assigned project.
- Work closely with Management and interact with other Project Managers to meet overall project objectives and requirements including safety, cost, and schedule targets.
- Lead, oversee and supervise all QA/QC activities in entire project cycle from pre-construction planning to site installation and commissioning.
- Interact and interface with other functions and effective communication and problem-solving to QA/QC, engineering, procurement, fabrication, and construction issues.
- Manage design-build General Contractor and Subcontractors (QA/QC related), including onboarding, alignment, project review and health check, progress monitoring and driving, change management and problem-solving.
- Manage and implement risk mitigation planning.
- Quality Assurance Management for the Specific Program and/or Project(s)
- Focal point for Quality matter, including escalation, for the Projects Operation of the Quality Assurance System, encouraging Quality Control & ownership
- Promotion of the “RFT - Right at the First Time” culture across the Program/Project
- Participation/execution of External (Second Party) Audits, when required.
- Participation in the Contract Review meetings (if required)
- Promoting Continuous Improvement among all the project stakeholders
- Develop and Update Quality Procedures and provide inputs to the Client Project Specifications
- Control for Outsourced Services and Service Providers (Contractors), including performance of dedicated Focused Assessments
- Monitoring of Quality Performances and relevant KPIs
- Contractor’s Personnel qualifications and competencies monitoring
- CSA Packages and M&E Test Packs overview
- System and Process Walk-downs on site, including Virtual Factory (handover process).
- Coordination with Commissioning and Operation for turnover activities.
- Punch Points / COR / Defect Management.
- NCs and QIA for the Project(s)
- Chair the quality PIT (Project Integrated Team) Meetings
- Review and Approve Contractors’ deliverables
- Foster innovation and transform traditional construction practices by driving OSM and Lean methods and engineering solutions.
- Drive the applicable best practice from other projects and industry, collect Lessons learned after project completion. Support cross site teams to develop and drive Best known methods (BKMS), learnings, efficiencies, and standardization.
- Any other tasks assigned by Quality Site Manager and CMS Site Manager.
Job Requirements:
- BS + 3 yrs. exp.; MS + 2 yrs. exp. in Mechanical Engineering, Electrical Engineering or Construction Management, or similar Engineering degree or equivalent experience in Quality, Construction Management or related technical discipline.
- 15+ years of construction experience in field engineering Construction Management, or Quality Assurance/Quality Control.
Skills:
- Excellent communicator and ability to write presentations on correct actions.
- Well versed in negotiation skills and conflict management.
- Able to lead teams and projects with minimal supervision
- Able to build and maintain strong relationships with all project stakeholders.
- Able to drive project deliverables.
- Ability to work with varied individuals and disciplines with Client, DB, CM or MP and contractors.
- 15 years experience of working in a Quality function in a process engineering environment.
- Demonstrated ability to drive and document issues.
