Job Description:
· Assists to formulate, implement and review plans for the development of GROs and the community.
· Attends monthly meetings of the GROs assigned and takes follow-up actions.
· Acts as a catalyst to encourage and assist the GROs to plan and implement community projects.
· Provides administrative and logistical support and guidance to the GROs to facilitate effective implementation of their activities.
· Co-ordinates the recruitment, appointment and reappointment of members of the GROs to ensure a high level of involvement and minority group participation.
· Explains government policies, facilitates discussion and channels feedback to appropriate parties to develop and strengthen the GROs as an effective communication channel between the government and the people.
· Mobilises residents to participate in national campaigns and projects
· Assists to submit progress reports on the GROs, provide feedback and recommend changes and improvements, thereby facilitating communication and co-ordination.
· Assists to supervise and guide staff in the Constituency Office to ensure optimal utilisation of human resources in achieving constituency and targets.
Initiates marketing / promotion efforts to develop and promote CC programmes to meet targets set.
- Assists Constituency Managers in organising community outreach and PA projects, including sub- group activities.
- Provides information and handles enquiries on CC services to the general public.
- Promotes CC membership scheme/activities/courses/events
- Meets PA Service Standards at all times
Other Special Duties
Administration
· Together with the appointed Finance Coordinator, ensures the proper accounting and cash management of the GROs.
· Monitors the budgetary requirements and expenditure controls of the GROs.
· Ensures timely preparation of monthly and yearly statements of accounts of CC-based committees for the committees’ endorsement.
· Ensures the Treasurer of the non CC-based committees carry out timely preparation, approval and submission as required of monthly and yearly statements of accounts.
Business Development
· Reviews and evaluates the relevance of all CC courses in meeting the recreational, social and
educational needs of the residents. Submits evaluation reports and findings to committees on a regular basis.
· Plans and designs marketing strategies to develop and promote CC courses.
· Identifies and builds positive working relationships with external parties to promote interesting and novel courses and programmes at the CC.
· Provides supervision and guidance to the Constituency Support Officers to facilitate effective implementation of their courses and the day-to-day operations at the counter.
· Supervises Constituency Support Officers in handling feedback, complaints and enquiries of public professionally.

Minimum Diploma / Degree
Working hours:
5 Days work week (4 weekdays 1 weekend)
9am – 6pm Or 1pm to 10pm
