ROLE PURPOSE

To maintain the high standards set by Tidewater Offshore Operations Pte Ltd in all matters regarding Operations & Health, Safety and Environmental compliance. This include providing support and trainings on UniSea/TIMS knowledge and awareness. The DP & Marine Assurance Superintendent is to carry out function of the Marine Assurance Vessel Visits and this is reported across to the Global Security & Marine Assurance Director.

ROLE ACCOUNTABILITIES

Key Responsibilities

  • Discuss and agree with the QHSE Manager (DPA), the number of Marine Assessments to be completed with a specified timescale. Maintain a Marine Assessment planning / progress schedule.
  • Ensure Marine Assessments are planned and conducted in a way that optimizes vessels current trading areas in order to minimize costs and expenses involved relating to travel and expenses.
  • During Marine Assessments, pay particular attention to Bridge Resource Management, evaluate Competency of the bridge team, conduct Internal Technical Inspections (as requested), offering assistance where required. If deemed necessary, or as instructed by
  • Management; also assist with training / re-familiarization on TIMS processes including the understanding of the Tidewater Integrated Management System (TIMS).
  • Assist with the Company and the Vessel Audit programme and follow-up on corrective actions (CAP).
  • Assist with OVID Inspection follow-up and closure.
  • Prepare comprehensive Marine Assessment reports and set up regular meetings with APAC Geo-Market Management to review these reports.
  • Review Navigational Audit onboard.
  • Delegated/supported Incidents, Near Miss & Observations to closure. Highlight any trends to Management on the following:
  1. Review Vessel Safety Meetings
  2. Handover Reports
  3. Master's Review
  • Set up and maintain a tracking register of actions resulting from Marine Assessments for Annual Management review. Perform Incident Investigation (TOPSET Methodology).
  • Assist with Management of Change (MoC) request.

Coaching

  • Liaise closely with the Master and Ship’s Safety Officer (SSO) to determine the scope of work ahead, including intended presentations e.g. lessons learned.
  • Discuss and assist the Cook with Galley issues including Galley Risk Assessments and Hygiene in the Galley and Messrooms.
  • Verify knowledge and skills with ship operations e.g. during cargo operations at the installation or anchor handling operations.
  • Encourage and demonstrate safe working practices in all areas of the ship (deck & engine).
  • Work with the SSO on reviewing the Risk Assessment folder and close outs of Incidents.
  • Attend a Drill and conduct the washdown – take questions, suggest improvements.
  • Conduct Company Specific Training. Verify all In-house Training requirements are completed.
  • Coaching on effective Toolbox talk.
  • Check vessel specific Risk Assessment for all foreseeable hazards esp. pinch points and validity.
  • Engage with the Safety representative.
  • Check on Permit to work process, esp. confined space entry.

QHSE Responsibilities

QUALIFICATIONS / SKILLS / LICENSES

Education: Bachelor's degree in Nautical studies, or a related field and minimum of 5 years of relevant experience OR in lieu of degree, Professional certifications (such as Master Mariner, Certificate of Competency) with more than 7 years of relevant experience.


Skills & Experience:

  • Proficiency in maritime regulations, and standards (such as Internation Safety Management (ISM), SOLAS, MARPOL, and STCW regulations)
  • Strong maritime operational knowledge and expertise
  • Excellent communication skills, both written and verbal
  • Strategic thinking and decision-making abilities
  • Problem-solving and analytical skills
  • Leadership and coaching capabilities
  • Proficiency in conducting marine assessments and audits
  • Ability to interpret and apply maritime regulations and safety standards
  • Competence in incident investigation and root cause analysis
  • Proficiency in risk assessment and management
  • Strong organisational and planning skills
  • Familiarity with QHSE processes and management systems
  • Proven experience in conducting marine assurance audits and assessments.
  • Experience in Bridge Resource Management (BRM) principles and best practices.
  • Experience verifying crew competency and conducting internal technical inspections.
  • Experience in incident investigation and corrective action follow-up (CAPA).
