Responsibilities
- Oversee all civil infrastructure and building projects for defects rectifications during the DLP/warranty period.
- Establish Project Quality System, implement and maintain following Singapore standards
- Monitor all legal and regulatory compliance requirements and performance and identify preventive programs to mitigate any potential non-compliance.
- Assess the implementation of Quality Plans and Quality Control Plans at sites and ensure the project Quality plan follows specification and contract requirements
- Visit sites periodically and conduct detailed and recorded quality, process, and safety checks to ensure the quality and safety standards are up to industry and company standards
- Ensure adequate corrective measures are implemented in cases of non-compliance
- Liaise with Authorities, vendors, sub-contractors, and external parties on project quality matters and improvement requirements
- Conduct and organize/support QMS Internal/External audit and ensure close out of all Inspection and Audit nonconformities
- Participate in HQ quality/safety audits where required and follow up on closure of recommendations and findings
- Attend client quality/safety management meetings
- Coordinate Final Handover documentation activities to ensure a smooth handover
- Provide and organize training for staff regarding Quality matters from time to time, including materials, workmanship, health, safety, and environmental issues

- Support in the introduction of new technologies and application of relevant funding
Requirements
- Degree in Engineering or equivalent
- ISO 9001: 2015 Lead Auditor Certificate
- BCA CONQUAS Manager certification
- Minimum 8 years of experience in implementation and management of quality systems in the construction sector, with substantial experience with construction project defects rectifications during the DLP/warranty period.
- Familiar with all aspects of quality standards and process requirements of Local Authorities
- Strong communication skills to convey information in reports, meetings, and status reports to the Management level both locally and to overseas HQ
- Analytical, critical thinking, and problem-solving skills to review systems, find flaws, and pose solutions to those flaws
