Position Purpose
The Compliance function is at the heart of BNP Paribas’ risk management. One of the pillars of the Group’s internal control setup, Compliance teams work both independently and in close partnership with the Business to adapt to the evolution of the Group’s activities and the requirements of the regulators. Compliance teams contribute to maintaining the reputation of BNP Paribas and the trust of our clients, thanks to their strong control of non-compliance risks, allowing everyone to work with confidence.
The APAC Head of Anti-Money Laundering (AML) Transactions Monitoring (TM) is a key senior role in the APAC Compliance organisation.
The incumbent shall maintain a solid partnership between Compliance and the Business, acting as a senior advisor and point of contact for Business senior management, providing guidance and advisory.
He/she shall protect the Group on existing and emerging Compliance risks through active supervisory engagement and a strong risk management to ensure adherence to regulatory expectations.
Responsibilities
The responsibilities of the APAC Head of AML TM include:
Leadership
•Manage the team of 16 compliance officers and data scientists across Singapore & Hong Kong as follow:
•Design/lead the implementation of AML projects in the region;
•Ensure alignment with Group objectives and collaborative relationship with Central Group Financial Security, CIB and Wealth Management Compliance teams as well as local Financial Security heads.
AML TM Framework & advisory
•Act as a key Compliance point of contact and trusted partner for the senior management of CIB and Wealth Management business, providing advisory and guidance on Compliance matters;
•Implement internal policies and initiatives in close collaboration with Business and Compliance stakeholders locally, regionally and globally;
•Review new business, product and transaction proposals; and approve in accordance with delegated authority;
•Represent APAC FS AML in various financial security committees (at both regional & global levels).
Compliance AML investigation hubs
•Manage the CIB and the WM AML Level 2 investigations hubs.
Industrialisation
•Support the industrialization of compliance activities through global and regional initiatives on process reengineering & digitalization;
•Take ownership of the budget and ensure its respect.
Key Interactions
•APAC Head of Anti-Money Laundering (AML) advisory, Norms and Procedures & Compliance Corporate Coverage
•Local Territory Heads of Financial Security;
•Local Money Laundering Reporting Officers;
•Heads of AML TM (CIB & WM) in EMEA and US, as well as key local FS heads in key EMEA/US territories (UK…);
•Heads of AML TM L1 for CIB & WM.
Technical and Behavioral Competencies
The following competencies would be appreciated:
•Strong knowledge of or exposure to applicable Local regulatory framework and market practices, and its evolutions
•General knowledge of or exposure to applicable Global regulatory frameworks, market practices, and its evolutions
•Substantial working knowledge on market integrity issues, protection of interests of clients, professional ethics and financial crime Compliance domains. Ability to partner with specialists in these areas across the region.

Experience and Qualifications required
•At least 5 + years’ experience in a senior management role at a top tier firm, exposed to local regulatory framework. Overall at least 12 years of relevant work experience in an international banking organization(s).
•Excellent working knowledge of APAC regulations as well as their practical application.
•Senior professional with regulatory and related industry experience. This will entail sufficient experience with and a good understanding of the regulatory environment & the key challenges and developments faced by the business and the industry.

We are looking for a senior Compliance officer to lead the regional AML TM teams, i.e. to :
•lead the AML TM strategy for APAC, co-sponsored with the first line, designed to improve the regional AML set up;
•design the effective framework for the region, taking into account both the Group standard and the local regulatory requirements (norms and procedures, risk assessments, lists management, reporting, training…);
•Follow up the multiple AML projects impacting the region. This may include, the deployment of new tools/development of internal solutions with the support of your team of data scientists, fine tuning, industrialization of Compliance processes…;
•lead and optimize the Compliance AML investigations Hubs;
•connect the many stakeholders involved in the improvements of the end-to-end AML value chain (Business lines teams, Compliance teams, ITO, IT…).
