Summary
The QHSSE Superintendent is responsible for overseeing the company's Quality, Health, Safety, Security, and Environmental (QHSSE) functions both on vessels and in the office. This role involves managing compliance with the Company's QHSSE Management System and adhering to industry best practices. A strong understanding of the ISM Code, ISPS Code, MLC 2006, OVID/OVMSA, and ISO standards is required.
Job Description
- Lead safety practices and initiatives.
- Manage and maintain the company's QHSSE management system on vessels, identify and address system or process gaps, and implement improvements.
- Prepare or update vessel-specific manuals as needed.
- Maintain QHSSE department documents and records, review shipboard month-end documentation submissions, risk assessments, and permits to work.
- Implement QHSSE programs and oversee QHSSE activities onboard.
- Conduct crew inductions and briefings, provide shipboard training and safety coaching, and monitor computer-based training to enhance safety awareness.
- Follow up on incident, accident, and near miss reporting, conduct investigations, root cause analysis, implement preventive measures, and ensure proper documentation and closure.
- Prepare and distribute circulars as needed.
- Perform shipboard internal audits and inspections, inter-departmental and company internal audits, and subcontractor audits according to the audit plan to maintain high safety standards.
- Prepare the vessel and participate in shipboard audits and inspections (ISM, ISPS, MLC, OVID, CMID, OSVIS, HSE) conducted by external parties or clients.
- Address and close QHSSE related deficiencies or findings from flag or port state control and vessel audits or inspections by clients or external parties.
- Follow up on client QHSSE requirements, including questionnaire submissions, attending meetings and workshops, preparing and implementing project-related management systems, bridging documents, HSE plans, and month-end statistical reporting.
- Assist with QHSSE service requisitions and invoice approvals.
- Support the marine superintendent in managing and completing QHSSE tasks on time.
- Designate as the Alternate Designated Person Ashore (DPA) and Alternate Company Security Officer (CSO) and be a member of the shore-based emergency response team.
- Travel to vessels at ports, shipyards, and offshore locations for shipboard audits, inspections, and training.
- Perform other duties as assigned by the QHSSE manager.
Job Requirement
- ISM / ISPS / ISO Internal Auditor Certificate
- DPA / CSO Certificate
- Accident / Incident Investigation and Root Cause Analysis Certificate
- Previously attended BOSIET training
- Minimum 5 years of experience in marine-related QHSSE roles
- Proficiency in Microsoft Office applications
- Understanding of both offshore and onshore operations
- Seafaring experience preferred
- Able to travel on short notice.
