The Business Analyst is responsible for managing the Business Requirements, UX and Functional Solution aspects of the project. He/she will also advise the Agency on functions and best practices for specific products and how the products can be used to solve business problems.
Responsibilities:
1. Identify key citizen interaction touchpoints and propose solutions that prioritise experience of citizen while also benefiting Agencies
2. Analyse Agency’s needs, develop business case and scope the issue to resolve
3. Document requirements, source and evaluate alternatives, and recommend solution that best fits Agency’s needs
4. Work with Agency users to ensure smooth deployment and adoption of new solution
5. Able to perform business analysis (Source: BABOK 2.0 Overview):
a. Business Analysis Planning and Monitoring: Identify stakeholders, techniques and processes to manage, track and trace requirements
b. Enterprise Analysis: Refine and clarify business need, define solution scope and develop business case
c. Elicitation: Explore, identify and document business needs
d. Requirements Analysis: Assess current state, analyse stated requirements of stakeholders and elaborate to sufficient detail that accurately defines business need with in specified scope
e. Solution Assessment and Validation: Source and evaluate alternatives to identify solution that best fits business need, identify gaps, and determine workarounds/changes to the solution. Assess deployed solutions to see how well they met the original need
f. Requirements Management and Communication: Manage conflicts, issues and changes to ensure stakeholders and project team remain in agreement on solution scope
6. Able to manage software, service as a product by planning the product lifecycle and evolution of the software, service product. Collects stakeholder needs, expectations and ideas for the software, service product. Prioritises what goes into each build, release cycle based on the product roadmap to maximise business value, customer satisfaction and end- to-end performance.
7. Skilled in scrum agile management of development team, including writing user story, assigning story points, tracking backlog and burndown each sprint
8. Familiar with Atlassian suite (ie. JIRA, confluence) to accomplish tasks above, and able to learn new tools along the way for any new team working tools
Requirements:
• Graduate Degree in any discipline
• Advantageous to have:
- Consulting or Business Analysis experience
• Strong analytical, conceptualisation and problem solving skills
• Ability to take a broad, strategic perspective as well as drill deep to understand business needs and challenges
• Data driven to be able to back up statements with real time data
• Provide thought leadership for agencies in terms of technical solutioning
• Team player with strong organization and people handling skills
• Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders
