Program Manager, SDO
Reports to: Head of Secretariat
Objective:
1) To provide secretarial support to the Standards Committee, Technical Committee(s) and Working Groups under the purview of the Building and Construction Standards Committee and oversight the Land Transportation Standards Committee in the development, adoption and promotion of Singapore Standards and Technical References.
2) As a member of the National Standardisation Programme, you will work closely with industry partners from government agencies, institutions of higher learning, professional bodies, and industry associations to identify, develop and promote standards to support the Building and Construction industry.
3) To organise outreach activities and programmes, and workshops to promote the Singapore Standardisation Programme and the adoption of Singapore Standards and Technical References.
4) To provide governance to the SDO department in terms of manpower, budget, project deliverables etc.

Key Responsibilities are:
1) Secretarial Support:
Provide secretarial support to the Standard Committee(s), Technical Committee(s) and Working Groups in the development, adoption and promotion of Singapore Standards and Technical References, through organising of meetings, drafting of standards, writing minutes of meeting, etc. Provide guidance/directions to the Secretarial team where necessary. Be main point of contact for any department-level meetings with Enterprise Singapore, and disseminate any information to the Secretariats.
2) Events:
Organise seminars, launches, standards adoption workshops to promote the adoption of Singapore Standards and Technical References.
3) Outreach Activities:
Organise outreach activities to promote the Singapore Standardisation Programme to Young Professionals/Engineers as well as students of Institutes of Higher Learning. To have an oversight of the International standards development, and the involvement of the local community in the international standards bodies/committees.
4) Marketing Collateral:
Coordinate the production of marketing collateral for promotional activities.
5) Cost controller:
Manage the department fundings to ensure the department is operating within the approved contract budget. Provide audit cost reports to ESG based on key project timelines.
6) Main point of contact to the IES Management
Provide regular updates to the IES Management (bi-monthly), and serves as the main point of contact between the IES Management and the IES-SDO Secretariats. Able to escalate any issues appropriately in a timely manner for any issues encountered/foreseen.
7) Organise key meetings
Organise various meetings, including Steering committee meetings, department meetings. Lead the department through yearly audit from ESG on work processes. Represent the SDO in various meetings, e.g. SSC meetings, SCM meetings etc
8) Manpower controller:
Manage the headcount to maintain the appropriate number of secretariats necessary to achieve the set KPI targets. Manage any working arrangement request from the team. Provide counselling/ coaching to any SDO staff where necessary.
9) Manage the overall performance of the department
Ensure the yearly KPI targets of the department are met. To provide directions to the relevant Secretariat if any issues are encountered and cannot be resolved, and escalate the issues appropriately.
10) Others:
All other marketing-related activities and tasks.
Required Competencies/Skills:
· Must possess good oral and written communication skills.
· Must be meticulous with an eye for details.
· Ability to think critically and possess good interpersonal skills to work well with stakeholders
· Needs to be independent and work with minimal supervision.
· Possess sound Project Management experience and IT skills
· Strong background in events management.
· Must be comfortable and professional in dealing directly with Standard Committee, Technical Committee, Working Group members and Enterprise Singapore, having the ability to instill confidence.
