Job Overview:
We are seeking a highly skilled and detail-oriented Procurement Manager/Engineer to oversee the procurement activities within our organization. The ideal candidate will have a strong background in procurement processes, vendor management, and contract negotiation, combined with experience in engineering and project management. You will collaborate with various departments to ensure the timely and cost-effective acquisition of goods, services, and works, all while ensuring compliance with safety and quality standards.
Key Responsibilities:
- Procurement Strategy & Planning:
- Analyze procurement data and develop strategic recommendations for improving procurement policies,
- workflows, and vendor management.
- Collaborate with Plant/Project Managers and Engineers to forecast current and future demand for goods, services, and works, and integrate technical requirements into a comprehensive Procurement Plan.
- Vendor Management & Sourcing:
- Identify, develop, and maintain strong relationships with new and existing vendors to ensure the best possible sourcing options.
- Prepare and present sourcing proposals that align with project requirements and budget constraints.
- Lead vendor performance evaluations to ensure high standards in delivery, quality, and service, and propose recommendations for future business dealings.
- Contract Negotiation & Compliance:
- Draft and review contracts, ensuring alignment with organizational objectives and legal compliance, and submit them for management approval.
- Ensure all procurement activities comply with relevant safety, regulatory, and quality standards.
- Bid Management & Vendor Selection:
- Prepare bid solicitations, perform bid evaluations, and lead the vendor selection process in line with pre-qualification and assessment criteria.
- Shortlist vendors, negotiate favorable terms, and ensure alignment with the organization’s strategic objectives.
- Budget Management & Cost Control:
- Monitor the procurement budget, ensuring alignment with financial goals and identifying areas for cost savings.
- Prepare and present detailed vendor category and spend analysis reports for management.
- Issue Resolution & Risk Mitigation:
- Proactively manage procurement-related issues, including resolving non-conformities related to delivery schedules, product quality, and vendor disputes.
- Develop strategies to mitigate risks associated with procurement activities.
- Cross-functional Collaboration:
- Act as a liaison between internal teams (engineering, project management, finance) and external vendors, ensuring smooth communication and alignment with project goals.
- Engage stakeholders in discussing modifications to sourcing proposals and procurement strategies.
- Continuous Improvement:
- Participate in continuous improvement initiatives for procurement processes, helping to streamline operations and maximize efficiency.
- Stay informed of market trends, new technologies, and industry developments to enhance procurement strategies.
- Ad-hoc Responsibilities:
- Perform any additional tasks as assigned by the management to support business goals and objectives.
Job Requirements:
- Education: Bachelor’s Degree in Engineering, Supply Chain Management, or a related field.
- Experience:
- 5-6 years of experience in procurement, supply chain, or a related field, ideally in a technical or engineering environment.
- Proven experience in contract negotiation, vendor management, and sourcing.
- Certifications: Professional certifications in Procurement or Supply Chain Management (e.g., CIPS, CPSM) are a plus.
