SPD focuses on helping people with disabilities maximise their potential and integrating them into mainstream society. Through over 20 programmes that encompass early intervention, therapy, vocational training, assistive technology, day care, as well as educational, employment and social service support, SPD serves, in all, 9,400 people with physical, sensory and learning disabilities, helping them become self-reliant and independent.
SPD is searching a Senior/Human Resource Executive (HR Operations, Learning & Development). This role reports to the HR Manager and the incumbent will be required to execute day to day HR operations activities, employee engagement activities/communications and execute HR, L & D operations processes.
Job Responsibilities:
Pre-onboarding
- Ensure pre-onboarding documentation are completed
- Reviewer for New Hire HRIQ account creation.
Day to Day HR Operations
- Proxy for Human Resource Executive, HR Operations in the event he/she is away.
- Preparation and processing of Employee’s letters and full employee life cycle management
- Tabulate and provide summary reports on exit interviews conducted.
- Identify & Improvement to current work process
Payroll Processing:
- Proxy for Human Resource Executive, HR Operations in the event he/she is away.
- Reviewer for Payroll Cycle before proceeding to send for relevant parties Review and Approval.
Benefits Administration:
- Manage and administer employee benefit programs, including health insurance, retirement plans, and other benefits.
- Enroll new employees in benefits programs and process changes.
- Coordinate with benefits providers and insurance carriers.
Learning & Development
- Identify and assess training needs based on business objectives, performance reviews, and employee feedback.
- Develop and conduct needs assessments to determine the most effective training methods and content.
- Design and develop comprehensive training programs, including workshops, seminars, online courses, and on-the-job training.
- Create engaging and effective training materials, such as presentations, handouts, and assessments.
- Ensure training programs align with the organization's goals and comply with relevant regulations.
- Partner and engage with service providers to provide a comprehensive learning calendar program for SPD.
- Assist the HR Manager in the Competency Framework
- Ensuring that the training administration records in LMS are managed and processed timely.
Government Surveys
- Tabulate of data for government surveys (MOM Quarterly labour survey), MOM Annual occupation survey, Dept of Statistics Annual Survey, Grants Submissions and Audits requirements.
Ad-hoc
- Prepare and provide reports, analysis, surveys and interactive communications on all HR activities and initiatives to the HR Manager, as required.
- Support in Annual Budget process, Annual Salary Reviews and Performance Bonus as required, in accordance with rewards policy and processes.
- Assist & Participate in HR related projects and any other ad-hoc duties assigned
Requirements
- Minimum Diploma/Degree in Human Resource Management or equivalent
- Candidates with minimum of 2 years relevant experience preferred
- Prior experience working with external C & B consultants will be advantageous
- Strong analytical and project management skills with prior experience in Employment Practices and Regulations
- Able to work independently in a fast paced environment
- Proficient in MS office programs (eg: strong knowledge of mail merge, v-lookup, pivot table, power BI analytics)
