Roles and Responsibilities
a. Analyse the agency’s needs, scope the problem and develop business case to address the problem
b. Document requirements, source and evaluate alternatives, and recommend solution that best fits the Ministry of Manpower’s needs
c. Work with agency’s vendor and app vendor on the solutions and design to seek clarification and acceptance.
d. Work with users to ensure smooth deployment and adoption of new solution
e. Perform business analysis:
i.Identify stakeholders, techniques and processes to manage, track and trace requirements
ii.Refine and clarify business need, define solution scope and develop business case
iii.Explore, identify and document business needs
iv.Assess current state, analyse stated requirements of stakeholders and elaborate to sufficient detail that accurately defines business need with in specified scope
v.Source and evaluate alternatives to identify solution that best fits business need, identify gaps, and determine workarounds/changes to the solution. Assess deployed solutions to see how well they met the original need
vi.Manage conflicts, issues and changes to ensure stakeholders and project team remain in agreement on solution scope, communicate and manage expectations of stakeholders
f. Assess business needs for service requests and the impact of enhancements to the system
g. Assess problem resolution approach and implement effective service recovery of ICT incidents and establish systems and processes to prevent recurrence of the same incident
h. Understand the IT management policy, quality management policy and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines
Knowledge and Skills
a. Tertiary Education in relevant fields is preferred
b. Hands-on experience in at least 1 full project development life cycles in PEGA
c. Advantageous to have:
i. Consulting or Business Analysis experience
ii.Prior knowledge in the system solutioning, development for mid and large-scale IT development projects
iii.BPR and BPMN knowledge. Some experience in the business process mapping and defining requirement specifications
iv.Knowledge of Webservice, REST API, sFTP and security concepts in security interfaces between systems
d. Extensive experience in the interpersonal communication, requirement/workshop facilitations and documentation of user requirement into Agile user stories, acceptance criteria.
e. Extensive experience in defining UAT test scenarios and facilitate SIT and UAT tests. Ability to define data structure (ERD diagram), system interface specifications.
f. Good experience in the data and database table design, data migration experience and skills in assessing and facilitating data migration and conversion.
g. Results and customer oriented
h. Team player with strong organization and people handling skills
i. Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders
