We are seeking an experienced Technical Manager to lead our Mechanical and Electrical (M&E) tender processes. The ideal candidate will possess a strong background in M&E services, demonstrating expertise in project management and compliance.
Key Responsibilities:
- Prepare and submit M&E tenders, including reviewing technical specifications, cost estimates, and project timelines.
- Oversee M&E quantity surveying (QS) matters through all phases: from tendering to pre-contract and post-contract administration.
- Draft tender clarifications, liaise with consultants, and participate in site visits and tender briefings/meetings.
- Interpret specifications, ensure compliance, and review tender drawings for discrepancies and other relevant documents.
- Conduct thorough technical evaluations of tender documents to verify compliance with project requirements and industry standards.
- Identify potential risks and challenges associated with tender submissions and develop effective mitigation strategies.
- Collaborate with the tender team to plan and execute strategies to achieve Key Performance Indicators (KPIs).
- Propose value engineering solutions for MEP works within the tender process as needed.
- Assist in preparing presentation slides and technical write-ups for tender submissions and interviews, including participation in tender interviews.
- Contribute to project documentation such as scope of work, manpower histograms, programs, and project schedules using Microsoft Project software.
- Provide technical expertise and guidance to support decision-making during tender evaluations.
- Evaluate quotations from subcontractors/suppliers in alignment with tender requirements.
Requirements:
- Degree or Diploma in Electrical Engineering, Mechanical Engineering, or Building Services.
- Minimum of 8-10 years of experience in Mechanical & Electrical services.
- Strong knowledge of M&E works, planning capabilities, and familiarity with authorities/statutory compliance.
- Preferred experience in Design & Build tenders for M&E services.
- Proficient in Microsoft Excel, Word, PowerPoint, etc.
- Excellent communication and coordination skills.
- Self-motivated and confident, with the ability to engage effectively with senior team members, clients, and consultants.
Special Instructions:
This position is primarily mechanical-based. Possession of a Professional Engineer (PE) license would be an advantage.
