HR & Admin Executive

Responsibilities:

This position is suitable for a HR Executive who has a career aspiration to assume the managerial position with greater responsibility when he or she is mentally ready after being familiarized with HR activities and working environment in this company and being assessed fit for the managerial role by the management.

  • Follow up with the employees to complete the compulsory E-learning courses within the stipulated deadline set by HQ.
  • Create the lessons, conducted internally by each department, into the E-learning portal and upload the training documents and videos of the respective production departments into E-learning portal for future reference.
  • Computation of training hours from E-learning courses attended by the employees and also from all the internal courses conducted by each department in order to be consolidated with the external training hours, handled by another HR officer, to fulfill the training hours for ISO compliance.
  • Handle four (4) types of Insurance renewals on yearly basis
  • Manage insurance claims for the employees by registering a claim and upload all the bills, discharge summary and all relevant documents into HSBC Life system.
  • Provide advice to the employees on making an insurance claim and the process involved and gather the documents needed for claim review when settling the claim matters with the agent or insurer
  • Handle several types of surveys monthly or quarterly from MOM and Singapore Department of Statistics (DOS).
  • Set reasonable ISO objectives and targets for HR department in terms of required training hours, retention of employees achievable by certain percentage and review progress against the objectives, conduct audits and being audited with the statistics presented in the ISO portal.
  • Filing of employee records and P files into HR cabinets and update employees’ data by filling four (4) types of excel files and upload them into HQ salary system for the new hires and the resignees.
  • Apply for Jurong Island passes for job applicants and new employees (assisting HR officer in her absence)
  • Assist in handling monthly payroll and posting of payroll details twice monthly to finance department (assisting HR officer in her absence)
  • Perform any other ad-hoc duties as requested or assigned

This person must also gradually take over other duties collaboratively working together with HR Manager as follows :

  • Review and update HR Policies to ensure law compliance.
  • Assist in recruitment process which includes job postings, reviewing CVS, shortlisting candidates and scheduling interviews
  • Handle Collective Agreement with the union once every 3 years by being knowledgeable about the labor laws and what terms of the agreement are fair to the company. Maintain positive employee relations to minimize the risk of a toxic environment developing that impedes the negotiation process
  • Help to facilitate productive conversations and better cooperation between union representatives and company management
  • Compute the yearly salary for each employee and file the Income Tax by submitting form IR8A/IR8S to Tax Authority annually
  • File and submit form IR21 for tax declaration to Tax Authority for the resignees.
  • Processing of Government Bodies’ various claims such as Maternity claims, Childcare leave claims, NSmen claims, Paternity claims and all other statutory claims.
  • Ensure the correctness of staff information and its historical salary records maintained in HQ Salary System
  • Handle employees’ grievances at work by following the procedure and bring them to the attention of the management
  • Notify the departmental managers about the 4-monthly performance appraisal and annual performance appraisal and key in the ratings into HQ appraisal system.
  • Prepare yearly salary increase report in powerpoint and present it to the top management yearly in July.
  • Create organizational charts of each department by placing the employees at the right job levels in the portal when there are hiring, promotion, transfer and termination.
  • Assist in managing and handling the orientation of new employees (Including on-boarding/off-boarding formalities)
  • Tabulate and key in the yearly budgeted salaries, allowances and other expenses for each department, identified by cost centers, into SAP system within the given deadline.
  • Have good reading comprehensive skills in Chinese language in order to translate them into English language for a few important policies which HQ would like to share with Singapore employees.
  • Be familiar with work pass rules and able to handle the work passes by taking care of their application, renewal and cancellation of their passes.
  • Prepare all employment-related documents, e.g. employment contact, letters, etc
  • Update & revise the job descriptions of various roles for all the departments in the portal when necessary
  • Approve leave request forms and OT request forms to facilitate the payroll processing by another HR officer twice monthly.
  • Able to organize corporate events, such as D&D
  • Perform any other ad-hoc duties as requested or assigned

Requirements:

  • Degree/Diploma with relevant HR qualifications
  • Minimum 5 years’ relevant HR working experience
  • Knowledge of SAP is preferred
  • A good team player with good interpersonal communication skills
