My client are an international EPC and well regarded for mission critical, high-tech projects globally. They have most recently been awarded a large complex project in Singapore and seeking a Safety Coordinator + ECO to be a part of their team.
Role Responsibilities
- Implements and maintains HSE measures and requirements in accordance with applicable legislative requirements and site-specific Project HSE Management System;
- Ensures conduction of regular HSE inspection and maintains HSE inspection records;
- Collates data (or summary) from HSE inspection failures by HSE personnel, MOM & NEA summons / court orders / demerit points, HSE incidents and accidents, etc to perform data analysis to facilitate problem-solving and continual improvement;
- Executes regular HSE Committee Meetings, and initiates action plans and corrective / preventive actions on HSE deviations / violations. Acts as Secretary of such meetings and maintains minutes;
- Promotes HSE awareness on site by means of HSE Promotional Programmes like Mass Tool Box Meetings, HSE Exhibitions, Emergency Drills, etc with the support of the HSE Committee Chairman (Project Manager) and other HSE Committee Members;
- Generates corrective and preventive action requests for HSE violations / deviations to the responsible site personnel / sub-contractor and monitors on the effectiveness of undertaken HSE corrective and preventive actions;
- Responsible for administration of the site-specific Project HSE Management System, and identifies required changes or updates to this system, if any, to the HSE and Project Manager;
- Coordinates with and provides directions to the HSE Coordinator, Safety Supervisor, Lifting Supervisor, Scaffold Supervisor and Formwork Safety Supervisor, and other HSE personnel on the day-to-day HSE activities of the worksite;
- Leads the investigation of incidents / accidents on site and performs root cause analysis with recommendations on corrective and preventive actions;
- Prepares work-specific Safe work procedures / practices for hazardous works on site requiring update into the Project HSE Management System, and submits to the General Manager for review and approval prior to any update;
- Ensures workers, sub-contractors and other interested parties are briefed on approved Safe work procedures / practices prior to start of the said works by means of Site Safety Orientation Test, Tool Box Meetings or other alternative training;
- Ensures all plant, machinery and equipment have valid inspection and test certificates by the Approved Person or Authorized Examiner;
- Plays a lead role in the ongoing identification and evaluation of HSE aspects / hazards and impacts / risks for focus on significant HSE impacts / risks requiring establishment of HSE objectives, targets and control measures through the HSE Committee.
- Liaises with authorities / agencies like MOM, NEA, LTA, etc on HSE matters and generates professional correspondence;
- Liaises with sub-contractors on in-house HSE requirements, and generates professional correspondence;
- Enforces HSE requirements on site by proposing imposition of HSE administrative charges to the Project Manager on workers and sub-contractors who commit HSE violations;
- Implements Permit-To-Work System for hazardous works on site;
- Properly trained in HSE Policy, Objectives, impact/risk assessment, relevant safe work procedure/ operational control procedure, management programme, applicable legal and other requirements.

Role Requirements:
- Bachelor’s degree or above, relate to safety, environment, construction, mechanic, etc.
- Possesses an Advanced Certificate in Workplace Safety and Health (Level B) certification
- Attended the WSH Coordinator Refresher Training
- Attended the Managing Work-At-Heights (WAH)
- Trained and competent Confine Space Assessor
- Possessed Environmental Control Officer License
- Have operational knowledge and experience in Confined Space work, Hot-Work and Safe Lifting Operations.
- Familiar in the execution of emergency response and performing incident investigation procedures.
- Having own transport is preferable (mileage claim allowance available.
