Our client is primarily focused on real estate investment and development. They engage in various aspects of property management, including residential, commercial, and mixed-use projects. As they continue to expand their presence, they are looking for a Property and Project Manager to join their team. This position reports to the Director of Operations.
You will be responsible for overseeing the CAPEX and OPEX budgets for the groups existing buildings and properties. Your role entails managing project initiatives related to Asset Enhancement (AEI), Additions and Alterations (A&A), and maintenance work to ensure the upkeep of the properties. Leading a team of Property Officers and technicians, you will address tenant complaints promptly and manage vendor hiring as necessary.
Your main responsibilities include executing A&A projects, which involves liaising with authorities, consultants, and contractors throughout the tender process to ensure compliance with contract specifications and industry standards.
Job Scope
1. Feasibility Studies for AEI, A&A, and Improvement Works
- Conduct feasibility studies for potential AEI, A&A, and improvement projects for the groups properties.
- Gather and assess user requirements, including drafting project scopes, contract specifications, and suitable budgets in collaboration with Asset Owners.
- Perform value engineering to identify cost savings and enhance project value.
2. Project Management
- Liaise with authorities as needed, and work closely with consultants, internal departments, and contractors throughout the tender process, reviewing material submissions, shop drawings, and schedules.
- Conduct regular site inspections to monitor progress and certify contractor progress claims, while providing monthly progress reports.
3. Contract Administration and Compliance
- Ensure that all contract templates and agreements comply with legal guidelines and mitigate potential risks.
- With support from the Property Management Operations team, manage the day-to-day CAPEX strategy for the assigned properties in the groups portfolio.
- Stay updated on compliance requirements.
- Maintain registers for Defects Liability Period (DLP) and Bank Guarantees, coordinating collections and follow-ups.
4. Maintenance and Operations
- Oversee all building operations, ensuring the safety and functionality of all facilities. Responsibilities include conducting routine safety inspections, communicating with contractors, planning maintenance work, and supervising Property Officers and technicians.
- Ensure all facilities are up to code and that maintenance protocols are accurately followed.
- Review and approve design and technical drawings submitted by tenants for fit-out works or renovations in accordance with company standards and regulations.
- Ensure that the portfolios assets are maintained to high standards, managing property administration, timely processing of invoices from service providers, cash flow management, budget preparation, and financial reconciliation.
5. Leadership
- Provide leadership to executives, officers, and technicians.
- Mentor team members for succession planning and business continuity.
Job Requirements
- A degree in Mechanical, Electrical, Building, or Property-related fields is preferred.
- Relevant experience in building facilities management is advantageous.
- Familiarity with statutory regulations and building codes is essential.
- Strong team player with excellent communication skills and proficiency in computer applications.
- Detail-oriented, organized, and capable of managing multiple projects or sites simultaneously.
- Pleasant demeanor with strong communication and negotiation abilities.
- Ability to identify contractual and business risks.
- Analytical mindset with experience in planning and managing facility budgets.
