Key Responsibilities:
RECRUITMENT
- Understand the talent market in Singapore and which are the most suitable (and cost efficient) recruitment channel and source.
- Supervise and provide advisory on hiring practices for the company including industry best practices.
- Develop and implement strategies for recruiting skilled workers, including local talent and foreign workers, to meet project demands.
HR OPERATIONS
- Maintain up-to-date knowledge of labour legislation, implementing required changes to ensure compliances.
- Act as point of contact for managers regarding all human resource matters
- Build quality relationship with internal/external customers via monthly engagement.
- Ensure all documents related to recruitment and placements are in order: organization chart/manpower plan, job description, job analysis, job pricing strategy.
- Preparation of commission payable
- Manage all travel related expenses and booking
- Any other ad-hoc matters as assigned
- Liaise with Finance for any cash matters. E.g. payroll cash payment.
- Review, consolidate and tabulate the approved information and ensure accuracy of payroll deductions and amendments
- Organize and maintain worker’s file records
- Manage and supervise the update of internal databases (e.g. record sick or home leave)
- Prepare HR documents, like site memo, changes of employment contracts and new hire guides
- Liaise with external partners, like insurance vendors, and ensure legal compliance
- Responsible for site employees’ queries relating to HR issues
- Responsible to ensure all claims, fundings, and rebates are followed up on timely manner.
- Prepare salary checklists and variance reports, filing of all payroll documentation.
- Support day-to-day HR administration work.
- Build quality relationship between head foreman/management and workers.
- Liaise and ensure all workers are medically taken care of. Including but not limited to, following up with medical providers, processing of medical invoices and insurance claims.
- Act as the point of contact between government agencies including but not limited to Ministry of Manpower, TAFEP, TADM and grant agencies.
- Maintain and manage the Primary Care Plan for workers.
- Recommend and propose employee benefits.
- Point of contact for all feedback received by MOM.
- Take charge of the hiring process for workers/drivers. Including liaising between hiring manager, arrangement of entry to Singapore:
- Manage all administrative matters for work pass including but not limited to
DISCIPLINARY MATTERS
- Manage all disciplinary and investigation matters for workers.
- Interview all involved parties and update management promptly.
Qualifications:
• Degree/Diploma in Human Resource Management with more than 3-4 years of relevant work experiences in construction industry.
• Business minded, future-orientated with growth mindset is an advantage.
• Competence to build and effectively manage interpersonal relationships at all levels in the company.
• Ability to maintain confidentiality and sensitive information.
• Able to work under pressure and managing teams.
• Strong leadership and influencing skills are needed.
• Able to manage conflicting ideas and priorities.
• To be able to handle difficult situations with high problem-solving skills.
• Knowledge of technology-savvy skills to enhance productivity and efficiency.
