The Assistant Director of CISS is responsible for leading and managing a core department dedicated to enhancing the lives of Deaf and hard-of-hearing individuals through the provision of comprehensive support services. The Assistant Director of CISS is responsible for the overall leadership, management, and strategic direction of the Community Integration Support Services (CISS) department, comprising Community Services (CS), Itinerant Support Services (ISS), and Hearing Care Centre (HCC). This role requires key attributes in programme management, grant management, leadership, financial budgeting and management, new projects, risk management, compliance and strategic planning to ensure the effective delivery of the services rendered by SADeaf.


Key Responsibilities:


Strategic Leadership:

Implement a comprehensive CISS strategic plan aligned with the organisation's mission, vision, and values. Foster a culture of innovation and continuous improvement within the department.


Operational Management:

Oversee the day-to-day operations of CISS, ensuring efficient and effective service delivery. Develop and manage the CISS budget, allocating resources optimally to achieve programme goals. Establish and monitor key performance indicators (KPIs) to measure programme effectiveness and identify areas for improvement. Ensure compliance with relevant authority regulation, and policy requirements.


Team Leadership:

Build, develop and lead the CISS team through effective recruitment, training, and mentorship. Developing staff expertise in Deaf and hard-of-hearing cultural competency. Create a positive and inclusive work environment that fosters employee engagement and satisfaction. Provide regular performance feedback and coaching to support employee growth and development.


Programme Implementation:

Oversee the implementation and evaluation of CISS programmes and services to meet the evolving needs of the Deaf and hard-of-hearing community. Collaborate with external stakeholders and Deaf community to identify service gaps and develop solutions to programmes. Ensure programmes are aligned with best practices in the field. Monitor programme outcomes and make necessary adjustments to improve effectiveness.


Stakeholder Management:

Build and maintain strong relationships with funders, partners, government agencies, community organisations, corporate companies and other stakeholders. Represent CISS at relevant meetings, and community events. Collaborate with external organisations to leverage resources and expand service delivery.


Risk Management:

Establish, implement and review risk management processes in events and programme management including the area of service to clients such as violence, self-harm and suicide. Perform regular risk assessments to identify potential shortfalls to CISS operations and develop mitigation strategies.


Data Management and Reporting:

Design and oversee the collation, analysis, and reporting of programme data such as client demographics and programme utilisation to the Community Services Committee for decision-making. Prepare periodic and ad hoc management reports on programme performance, outcomes, and impact to the clients served. Utilise data to identify trends, measure programme effectiveness, and allocate resources efficiently.


Requirements:

  • Degree holder, preferably with a Master's degree in social work, special needs education or a related field.
  • Minimum of 7 years of experience in management and leadership roles, preferably in the non-profit or social services sector.
  • Demonstrated experience in programme development, implementation and evaluation.
  • Possess financial management and budgeting skills.
  • Excellent communication, interpersonal, and relationship-building skills.
  • Preferably with knowledge of Deaf culture and sign language.



Description of CISS programme in Singapore Association for the Deaf (SADeaf)

CS: This section serves clients with hearing loss from birth till old age in all areas including early intervention (for children needing sign language to communicate), education, employment, financial assistance and the elderly.

ISS: This section serves students with hearing loss from pre-primary, to primary and to secondary schools, including the institution of higher learning. Students with hearing loss are supported for case management, learning support and speech and language therapy.

HCC: The SADeaf Hearing Care Centre provides free hearing tests to members, sale of assistive devices and support for financial assistance for needy clients.
