Project Business Development Manager, Biologics Pharma Innovation Programme (BTI)

A*star Research Entities

Account Management and Company Engagements

  • Point of contact for all agreement related matters.
  • Drafting of contracts, project related agreements (Research Collaboration Agreement (RCA), etc.) membership agreements for review and approval/signature in partnership with A*STAR HQ functions (Legal, I&E, etc.).

Industry Outreach

  • Contract negotiation with new/existing members ? core and extended.
  • Identify and engage potential members ? core and extended.
  • Reach out and engage research community and extended members (current and potential) to expand the capabilities that BioPIPS can access to.
  • Point of contact for companies.

Project Management

  • Moderate, facilitate and schedule discussions with project stakeholders, including Subject Matter Experts (SMEs) and the project team.
  • Provide the overall oversight of projects and management of resources including budget.
  • Ensure that all project management processes are adhered to by the project teams executing the projects.
  • Ensure that project objectives are met, milestones are tracked, and outcomes are delivered, and spending is within budget.
  • Ensure that grant sub-awardees comply to the A*STAR Grants Terms and Conditions and guidelines.
  • Refine and continuously improve existing project management SOPs and workflows.
  • Engage and manage stakeholders from the industry, research community and A*STAR to resolve administrative project issues.
  • Responsible for developing the commercialisation processes/workflows.

Technical Workshops and Grant Calls

  • Organise technical workshops with industry stakeholders to formulate problem statements for grant calls.
  • Work with the stakeholders, industry representatives and research performers to analyse workshop output to form industry-relevant problem statements.
  • Ensure end-to-end execution of processes (i.e., submission to award to project management/closure): liaise with research/technology themes for grant call review; launch grant calls and manage the review and awarding process.
  • Facilitator for ART, TGT and workstream meetings.
  • In addition to the role and responsibilities as described, the staff may be required to perform any other tasks and responsibilities as needed in the Programme Office.


Job Requirements

  • Bachelor/Master's in Science or Engineering.
  • Minimum 6 years' working experience, preferably in public sector agency, industry R&D and/or in a science-based business role. A background in programme and project management, business development, and grant administration would be an advantage.
  • Have a broad vision of science and technology, able to handle diverse technical topics beyond one?s direct field of education and experience, with excellent awareness of emerging technologies and global trends.
  • Effective and thoughtful communicator with outstanding writing, oral and presentation abilities with a flair for engaging multiple stakeholders for outcome-driven discussions.
  • Energetic self-starter and problem solver who can proactively address any situation.
  • Strong organisational, administrative, and operations management skills.
  • Good strategic and analytical thinking skills.
  • Resourceful and able to self-direct with minimal supervision, independently and in a team.
  • Ability to prioritise responsibilities and multi-task.
  • Collaborative team player showcasing strong interpersonal skills and the ability to thrive in cross-functional teams.
  • The following competencies would be ideal:
  • Ability to convince: ?pitch? to different audience his/her ideas.
  • Able to identify and contextualise stakeholder issues and manage these challenges appropriately.
  • Ability to expand sphere of influence: network, understand the local ecosystem and connect with the right people.
