Responsibilities


A. Budgeting

  • To oversee the preparation of the annual budgets of SCA based on the guidelines set by the Singapore Sports Council (SSC) and the International Cricket Council (ICC) in consultation with the CEO & Executive Committee Members and the different units.
  • To submit finalised budget for submission to the SSC & ICC.
  • To monitor budget and report to the CEO.
  • To oversee the finalisation of SCA’s Annual Accounts.

B. Collection of Revenue

  • To oversee the overall collection of revenue for SCA.
  • To review the rates and charges of SSC facilities annually and recommend to the Executive Committee through the CEO on any revision in rates and charges.
  • To ensure that all revenue due to SSC are collected and to proceed with legal proceedings if deemed necessary.

C. Financial Regulations

  • To formulate financial rules and regulations for SCA.
  • To ensure that the financial rules are conveyed to all in SCA.
  • To ensure that all SCA operations and procedures comply with the SSC’s Financial Regulations.

D. Internal Control

  • To assist the CEO in implementing sound governance and accountabilities systems and processes.
  • To ensure that the internal controls on payroll, payment processing, and revenue collection are reviewed periodically.
  • To ensure that adequate internal controls have been incorporated into the SCA’s financial related processes.
  • To oversee and monitor the set up of the accounting codes for the SCA’s Accounts.
  • To ensure that the financial reports extracted from the various financial and management accounting systems are accurate.

E. Payroll and Financial Accounting Systems

  • To oversee the smooth operations of the payroll processing and financial accounting systems.
  • To oversee and monitor the accuracy of all payments made.

F. Singapore Sports Council (SSC)

  • To indicate desired outcomes for the position during the period of contract (i.e. Key Performance Indicators {KPI}) to be quantified and to specify the time frame for achieving the targets accordingly). This is to be done six months after the commencement of employment.
  • To agree upon KPIs by the SCA, SSC and Finance Manager.
  • Responsible for the timely submission of financial information and reports to the SSC.
  • Preparation of quarterly statement of accounts (SOA) and Ensure prompt submission of SOA and compliance to avoid delay or cut in funding
  • Manage the funding received from SSC and ensure they are spent according to the funding categories
  • Attend to compliance audit (auditors appointed by SSC) which is mandatory

G. International Cricket Council (ICC) & Asian Cricket Council (ACC)

  • Preparation of quarterly expense reports.
  • Variance analyses; i.e. budget vs actual; forecast vs actual.
  • Manage the funding received from ICC & ACC and ensure they are spent according to the funding categories

H. Other Administration Functions:

  • Ensure compliance to ICC/ACC and SSC and highlight non-compliance to CEO
  • Preparing Monthly cash flow forecast
  • Review General Ledger, Profit & Loss and Balance Sheet and prepare monthly management report.
  • Attend to Annual audit and preparation of audit schedules, answering queries and providing supporting details as advised by the auditing team.
  • Assist the Treasurer in preparing various reports as required by the AGM
  • Bank reconciliation
  • Reconciliation of Balance Sheet items
  • Banking of checks, cash and arrangement of TT transfers to overseas vendors
  • ROS filing
  • IPC filing

I. Code of Ethics

  • To act in the best interest of the SCA at all times and avoid any interest, activity or relationship that conflicts with the interests of the SCA.
  • To protect, conserve or take all possible care to prevent loss of or damage to SCA’s property, assets or monies of which he / she may at any time be in charge or control of.

Qualifications:

University Degree preferably in Accounting / Finance.

Experience:

3-4 years of Managerial experience in overseeing financial and managerial accounting.

Skills & Knowledge:

Finance management skills, analytical skills and communication skills (both written and spoken). Good knowledge of Government of Financial Regulations.

Proficiency in MYOB is necessary for this job!

Personal Qualities:

Must possess good leadership qualities and be able to motivate the Finance Division towards common objectives.
