Civil Construction Utility Engineer
(LTA project)
We are seeking a skilled Civil Construction Utility Engineer with a minimum of 3 years of experience in managing utilities for LTA (Land Transport Authority) projects. The ideal candidate will have a proven track record in liaising with utility agents, managing NCE (Non-Compliance Event) applications, handling traffic control plans, and ensuring the successful execution of utility diversion works.
This role requires close collaboration with multiple stakeholders, including government authorities, contractors, and subcontractors. The engineer will ensure that all utility relocation and construction activities are executed in compliance with project specifications, LTA standards, and local regulations.
Primary Roles and Responsibilities:
- Utilities Coordination and Management:
Coordinate with utility service providers (power, water, telecommunications, etc.) to manage the relocation and diversion of utility services. Ensure minimal disruption to services and compliance with project timelines. - NCE Application Handling:
Prepare and submit NCE applications to LTA and relevant authorities. Monitor the progress of applications and address any compliance issues that arise. - Stakeholder Liaison:
Act as the primary point of contact for utility agents, local authorities, and other stakeholders. Foster strong working relationships to ensure smooth coordination throughout the project lifecycle. - Traffic Control Plan (TCP) Design and Execution:
Design, implement, and monitor traffic control plans during utility works. Ensure public safety, minimize traffic disruptions, and comply with traffic regulations. - Site Supervision and Execution:
Oversee on-site execution of utility relocation works. Monitor construction activities to ensure compliance with approved plans and safety standards. - Regulatory Compliance:
Ensure all utility works adhere to LTA regulations and local building codes. Conduct regular inspections and audits to identify and rectify non-compliance issues. - Project Reporting and Documentation:
Prepare detailed reports on project progress, NCE status, utility relocation updates, and other key activities. Maintain accurate records of all utility works and submissions.
Key Activities:
- Review and analyze project drawings, ensuring utility services are properly integrated.
- Coordinate with Traffic Management Consultants for efficient road closure management and detour planning.
- Lead utility diversion planning meetings and update stakeholders on progress.
- Handle all documentation and regulatory submissions related to utilities and traffic management.
- Assist in resolving unforeseen utility conflicts during construction.
- Ensure adherence to safety protocols during utility and traffic management operations.
Qualifications and Skills:
- Bachelor’s degree in Civil Engineering or a related field.
- Minimum 3 years of experience on LTA projects, specifically handling utilities.
- Proven experience with utility agents and authorities (PUB, SP Power, etc.).
- Strong knowledge of NCE application processes and traffic control plan (TCP) execution.
- Excellent communication and stakeholder management skills.
- Ability to read and interpret civil engineering drawings and utility layouts.
- Familiarity with LTA standards and local regulatory requirements.
- Strong organizational and problem-solving skills.
