Chief Engineer

MAIN PURPOSE OF THE JOB:

Responsible for the safe/efficient operation and maintenance of all machinery and electrical equipment onboard vessel operating in Singapore waters and in International waters. Supervision of all Engineering Officers and Engine Ratings (via the Second Engineer). Adhering to budgets and purchasing procedures of the Company. The safeguarding of the Owners' and Company's interests at all times.

Vessels Cargo System Specific Responsibility

The Chief Engineer is responsible for the maintenance and repair of all the ship’s Cargo and Ballast related equipment. He is to assist the Chief Officer in the operation of the ship’s cargo equipment, keep the Chief Officer advised of any bunker, lubricating oils or sludge transfers which may affect the ship’s trim, stress and/or stability.

The Chief Engineer together with the Shipboard Management Team is also jointly responsible for:

• Adherence to, and continuous improvement of, the VMS

• Ensuring that Engineer Officers and crew are well informed of the VMS requirements generally, and specifically, where procedures affect their work

• Co-ordinating with Fleet Superintendent to improve overall safety, environmental and quality performance through reports, and proposals within the engine room and other areas aboard the vessel as applicable

• Ensuring that all relevant technical and machinery space regulations are onboard and made available to the personnel concerned

• Ensuring that the concept of safety and environmental excellence are fully understood and implemented by Engineer Officers onboard, through leadership and sound management practices.

  • Providing coaching and training, as required, to Engine Department crewmembers

KEY TASKS AND RESPONSIBILITIES:

Responsible to the Master for:

· The Engine Department and the safety of the crew, machinery and environment directly within his control

· Implementation of the Company's policies which are contained within the company procedures and other official company instructions on all machinery related operations, safety and environmental protection

· Ensuring that Engine Department Officers and crew receive formal familiarisation training on embarking the vessel via the designated officer onboard

· The onboard discipline, appraisal of all the Engine Department Officers and crew

· Safe operation of the vessel's machinery and technical plant

· Implementation of the Lock Out Tag Out system

· Monitoring the performance of the main propulsion and auxiliary machinery

· Accurate monitoring and control of the vessel's fuel and lubricating oil consumption, and the status of fuel and lubricating oil bunker quantities

· Bunkering of fuel and lubricating oils, and other fluids as appropriate. The maintenance of the main propulsion, auxiliary machinery, cargo handling and deck machinery

· Compliance with statutory and classification survey requirements, with regard to machinery and relevant spaces

· Accurate entry of all operational machinery parameters by the watch keepers/duty engineers in the engine room log

· Reporting of any accident and/or damage to the vessel's machinery or technical plant

· Supervision and training of Engineer Cadets

· Acting as Ship Security Officer along with the associated duties contained in the Ship’s Security Plan (note that this role may be undertaken by the Chief Officer)

· Assessment and mitigation of all identified risks onboard in cooperation with other members of the shipboard management team

· Ensuring that shipboard filing and technical drawing are up to date and maintained by the designated officers

· Adhering to vessel budget allocation & purchasing procedures of the Company

· Accurate maintenance of all records pertaining to bunker oil, waste oil and sludge onboard the vessel (Oil Record Book – Machinery, ER Sounding Book)

· Supporting the Master in all aspects of the operation of the vessel and acting as the Company's technical representative when dealing with all third parties

· Implementing & monitoring planned maintenance system (PMS) established onboard vessel

· Ensuring that all critical equipment and machinery is in good working order and any defects are repaired or reported effectively to the Ship Management Office via the Master

· Fully participating in Shipboard VMS Management meetings

· Undertaking any other tasks, duties as required by the Company

PERSONAL BEHAVIOURS & QUALITIES.

The job requires:

Mandatory Requirements

· Chief Engineer Certificate of Competence recognised by Singapore flag

· 4 years sea time onboard all vessel types

· 2 years sea time onboard LNG vessels as Chief Engineer

· Engine room resource Management certificate

· Basic and Advanced STCW safety training Requirement

· STCW Prof. in Adv Oil Tanker Cargo Ops

· STCW Prof. in Basic Oil Tanker and Cargo Ops

· STCW Proficiency in advanced Gas tanker cargo.

· STCW Seafarers with Designated Security Duties

· STCW Proficiency in Survival Craft and Rescue Boat
