Position Summary

As a Head of Department, Project Management, He/She is expected to develop, coordinate and implement project plan. He/She has to allocate and manage project resources according to the approved plan.


He/She has to analyse the actual performance against the project target and develop close rapport with the clients and internal stakeholders as well as work closely and co-ordinate with vendors and sub-contractors before and during project implementation.


He/She would be responsible in leading and developing project improvements on a department level to ensure more efficient implementation of projects.


He/She would be involved in allocation of department personnel and resources and analysing performance of project managers in the team, implementing capability development and improvements across the department.


The candidate will be responsible for the following:


Possess Product & Process Knowledge

  • Possess very good product knowledge to identify appropriate information, methodologies, processes, policies, tools & techniques required for project implementation for complex projects
  • Actively work on improving processes to meet stakeholder needs and strategic objectives
  • Mentor others to build product and process competencies in team
  • Shape strong product & process knowledge by setting high personal standards
  • Maintain high standards of work practices and ensure integrity, respect and confidentiality


Initiate Projects

  • Develop realistic plans for complex projects based on assessments of project objectives, scope and potential interdependencies with other projects
  • Set-up and formalise complex projects
  • Implement appropriate methodologies and tools to achieve desired outcomes effectively


Plan & Manage Projects

  • Plan & manage logistics and resource arrangements across the organisation's products and services
  • Manage the organisation's learning calendar in line with business objectives
  • Monitor performance of the complex projects based on business objectives and performance standards
  • Drive cross-functional collaboration to facilitate development and implementation of complex projects
  • Anticipate and manage project risk and mitigation plans
  • Manage and lead project teams
  • Review and communicate processes to ensure effectiveness of projects and address stakeholders’ feedback


Execute Projects

  • Direct the management and authorise ownership of multiple complex projects within agreed cost, timescale and resources to ensure alignment with strategic business opportunities
  • Communicate project deliverables and status
  • Investigate and resolve urgent needs and demand, identify and address their root causes
  • Ensure accurate, clear communication and documentation of project details, plans, milestones, status updates, reports, and other information to and from internal and external stakeholders.


Manage Stakeholders

  • Identify stakeholder needs and engagement plan
  • Build relationships and establish a collaborative culture where people with unique personalities and skills happily work together towards a unified goal
  • Manage stakeholder expectations and feedback effectively
  • Employ effective interpersonal skills for conflict management and resolution of differences among stakeholders
  • Follow processes to manage stakeholders’ conflict and build trust


Closing The Project

  • Ensure project deliverables are completed by the project team
  • Measure performance of the projects based on business objectives and performance standards
  • Formally close the project


Integrate The Project Management Team

  • Review and develop methodologies, tools and techniques, and processes for project success across the organisation
  • Identify and model project management best practices and standards


Manage Teams & Resources

  • Define common goals, direction and accountability among staff
  • Manage the recruitment and selection of new staff
  • Conduct manpower and resource planning for the department based on business objectives and demand analyses
  • Conduct performance reviews for staff
  • Create succession plans to manage staff development and long-term resourcing across the team
  • Manage learning and development programmes across the team
  • Develop staff through ongoing coaching, mentoring and career discussions



Qualifications, Experience & Qualities:

  • Bachelor’s degree in business or a related field with 5 years relevant experience
  • Proficient in Microsoft Excel, Word, and PowerPoint
  • Project Management Professional (PMP) certification is a bonus
  • Positive attitude and self-motivated
  • Strong interpersonal skills
  • Able to communicate effectively to all levels of employees and stakeholders, including management
  • Able to think critically and resolve problems in a timely manner
  • Maintain high standards of work practices and ensure integrity, respect and confidentiality
  • Good organizational skills and attention to detail
  • Ability to solve problems creatively
  • Adaptability, determination and be able to thrive in a fast-paced environment
