DUTIES & RESPONSIBILITIES
- Commissioning activity safety management.
- Provide input to planning schedule for completions activities.
- Package FAT. documents review and verification of punch items against received equipment.
- Develop working relationships with operations team to facilitate smooth handover transition.
- Review and develop method statements / philosophies as required.
- Communication with commissioning manager as single point of contact for all commissioning activities
- Attend training programs on management and discipline based topics as directed.
- Establishing instruction and performance of the commissioning engineers and technicians.
- The commissioning co-ordination engineer is responsible for the safety of personnel working under his supervision and to ensure that work is planned and executed in accordance with HBA's policies for Health and Safety, Quality and Environmental protection.
- Provision of support and training to HBA site personnel, ensuring personnel are competent in PIMS software.
- Ensure all Mechanical Completion data, documentation and handovers are in accordance with agreed project procedures and schedules and to the required standard.
- Liaise with Construction and Commissioning Teams in the development of project handover strategy and sequence.
- Interface with Project Management and Client Representatives on all matters applicable to Mechanical Completion, providing accurate reporting on status including identification of issues or concerns, which may impact project delivery.
- Ensure uniformity of Completions Process across all Fabrication Sites
- Maintain Safety Registers’ data within PIMS
- Maintain a master set of Coloured Boundary limit drawings to quantify Mechanical Completion scope at site.
- Definition and verification of Mechanical Completion scope of work in PIMS.
- Ensure provision of Bar-coded check-sheets to Sub-Contractors.
- Review Management of change documentation associated with the completions process, including liaison with Design regarding AFC documentation.
- Ensure regular software updates, maintenance & backups of database & associated software.
- Verify database inputs from engineering lists and vendor data to ensure alignment with engineering drawings (P& ID’s etc.).
- Coordinate and prepare suite of HUC documents for offshore scope to include but not be limited to, Execution Strategy, Scope of Work, Organisation, Handover and Performance testing.
- Review Factory Acceptance Tests results for vendor package equipment as required.
- Monitor mechanical completion, pre-commissioning and punch lists status on completions database and prepare systems ready for commissioning.
- Coordinate between discipline commissioning engineers and operations for the handover of systems, post commissioning.
- Liaise with database manpower on certification release and acceptance.
- Participate in HAZID’s and HAZOP’s as delegated by Commissioning Manager.
- Ensure understanding, acceptance and visible commitment to HSE standards by commissioning team members.
- Review Commissioning Packages as assigned in the system responsibility matrix.
- Maintain PIMS database.
- Prepare report for Commissioning manager on a daily and weekly basis of all activities related to commissioning co-ordination on a system-by-system basis as per responsibility matrix.

REQUIREMENTS
- Able to commit to 6 months rotations/ relocation to Dubai for project requirements.
- 5 years offshore industry experience that includes commissioning and start-up of offshore installations with hydrocarbon process trains, with Degree in relevant field
- Knowledgeable in FPSO as well as marine systems
- Familiar with PIMS CMS
- Good attention to details
- Excellent communications skills
- Excellent management and organizational skills
