Responsibilities:


HR Matters

  • Comprehensive HR & Admin Support: Oversee full-spectrum HR and administrative functions, covering essential employee lifecycle activities from recruitment and onboarding to exit processes.
  • HR Documentation Preparation: Draft and prepare all necessary HR documents, including employment contracts, onboarding schedules, and evaluation reports. Facilitate timely confirmations and employee performance reviews.
  • Work Pass Management: Handle all work pass-related activities, including application submissions, renewals, cancellations, and regular follow-ups to ensure legal compliance and smooth operations.
  • Employee Record Administration: Maintain comprehensive records for each employee, managing documentation for employment changes, resignations, and terminations.
  • Exit Procedures and Settlements: Administer final settlement and exit clearances for indirect staff, ensuring a thorough and compliant offboarding process.
  • Regulatory Compliance and Survey Management: Oversee compliance with government surveys (e.g., Ministry of Manpower), manage government subsidies, and handle levy waivers.
  • Policy Compliance: Regularly ensure HR operations adhere to established company policies and procedures, promoting a compliant and efficient workplace.
  • Grievance and Disciplinary Management: Address grievances and manage disciplinary matters to maintain a fair and harmonious work environment.
  • Training Program Coordination: Plan, coordinate, and track employee training programs, maintaining records to ensure continuous employee development.
  • Performance Appraisals: Administer bi-annual employee performance appraisals each May and November, coordinating with managers for constructive evaluations.

Recruitment

  • End-to-End Recruitment Management: Oversee the entire recruitment process, from posting job openings to arranging interviews and selecting candidates.
  • Recruiter Collaboration: Work closely with external recruiters to optimize recruitment efforts and attract top talent.

Payroll & Submission

  • Monthly Payroll Processing: Execute monthly payroll activities, including inputting data into PayAdvisor, calculating CPF contributions, and managing e-leave records.
  • Statutory Payment Submissions and Claims: Submit required payments and claims, including CPF, Foreign Worker Levy, IRAS contributions, and leave claims for maternity/paternity and National Service.
  • Financial Reporting: Provide monthly payroll breakdowns to the Accounts department for accurate financial tracking.

Office Administration

  • Office Health and Safety Compliance: Enforce office rules to maintain a safe, healthy, and productive work environment.
  • Facilities Supervision: Oversee office cleaning to uphold a clean workspace, and supervise maintenance activities.
  • Event Planning and Coordination: Organize and execute company-wide events, such as the annual dinner and team-building activities.
  • Certification and Licensing Compliance: Manage renewals and submissions for certifications like ISO9001:2015, OHSAS18001, Bizsafe, and BCA CRS to ensure regulatory compliance.
  • Grant Proposal Preparation: Prepare and submit grant applications to support company initiatives and secure funding.

Ad Hoc Duties

  • Additional Responsibilities as Assigned: Tackle various tasks that support overall team objectives and organizational needs, adapting to evolving priorities as needed.



Requirements:

  • Diploma or degree in Human Resource Management, Business Administration, or related field
  • At least 3 years of experience in a similar HR and Admin role, preferably within a construction or engineering industry
  • Strong knowledge of Singapore employment laws and regulations (e.g.,MOM requirements)
  • Proficiency in payroll software (e.g., PayAdvisor) and statutory submissions (CPF, IRAS, FWL)
  • Excellent interpersonal and communication skills for liaising with employees and stakeholders
  • Detail-oriented, organized, and able to manage multiple HR and administrative tasks
  • Familiarity with ISO9001, OHSAS18001, and Bizsafe certifications
  • Ability to handle sensitive information with confidentiality
