Reports to the Head of Finance, this position is accountable for the provision of financial, management & regulatory reporting and analysis of the Company in accordance to the applicable accounting and regulatory policies, standards and guidelines. Additionally, he/she is responsible to assist the Head of Finance to manage the financial risks of the Company & where applicable business partner for the CEO and the key divisions.
Finance Governance and Control
- Perform final review of the Company monthly management accounts and financial position to be in accordance to the applicable accounting and regulatory policies, standards and guidelines. Also responsible to assist Head of Finance for the preparation of the board memo in approving these deliverables.
- Assist the Head of Finance to monitor outsourced finance functions & ensure it is according to the agreed service levels and applicable accounting and regulatory standards.
- Responsible to develop and update Business Process Manuals (BPM) relating to the Finance Department according to ICFR and other internal control requirements (ISAE3402). To assist Head of Finance as the coordinator of ICFR and ensuring BPMs are in place accordingly.
- Responsible to develop finance related policies such as Expense Policy, Travel & Entertainment Policy, Forex Policy etc with reference to the Head Office guidelines.
- Assist the Head of Finance in tracking and managing financial risks and contingencies for the Company.
Financial, Management & Regulatory Reporting
- Ensure finance operations activities such as recording of transactions and payments, and the related reports including audited accounts are completed by the shared service providers on a timely basis and in accordance to the applicable accounting and regulatory policies, standards and guidelines. Perform final review on Shared Service Center outputs and be accountable for all the deliverables. Monitor Share Service Centerf service levels/KPI monthly.
- Prepare the relevant analysis and business information to support the Company’s strategy delivery and also financial risk management.
- Establish a framework to automate the delivery of scheduled financial reports to the extent possible.
- Review of tax/GST returns & other correspondence to/with IRAS and assist the Head of Finance for tax optimization and liaison with external tax consultants.
- Where applicable prepare the relevant analysis and business information required to support any other regulatory requirements such as MAS / EDB requirements.
- Assist the Head of Finance in designing and delivering monthly management reports
- Develop and recommend areas for enhancements and improvements for the current systems and processes to meet the challenges and needs of stakeholders. Participate in projects for any development, design, and implementation of new processes, controls, and functionality changes to existing systems and processes.
Financial Planning & Budgeting
- Assist the Head of Finance in the preparation and implementation of the budget, capital plan and strategic plan to ensure timely, reliable and realistic forecasts.
- Assist Head of Finance in reviewing performance against plan, and provide board and management with a clear analysis of variances
Capital Monitoring and Management
- Ensure treasury activities support by Shared Service Centers is provided on a timely basis and in accordance to the applicable policies, standards and guidelines. Provide instructions to Shared Service Centers for execution of treasury activities and perform final review on Shared Service Centers outputs and be accountable for all the deliverables. Monitor Shared Service Centers service levels/KPI monthly.
- Assist the Head of Finance in any cash forecasting, annual cash budgeting, determination of dividend amounts and the associated Capital related approvals. The objective is to optimize the cash and capital in the Company while always having sufficient capital in hand to meet the Company’s business requirements
- Manage time deposit placements or other short term cash investments Manage FX conversions for operational requirements Execute cash transfers between bank accounts for funding arrangements Review annual cash flow budget Manage bank account opening, closing and signatory updates, including e-banking platforms Arrange approvals for and execute dividend remittances Assist the Head of Finance in preparing liquidity stress testing reports, if applicable
Other Responsibilities
- Develop and recommend areas for enhancements and improvements for the current systems and processes to meet the challenges and needs of stakeholders. Participate in projects for any development, design, and implementation of new processes, controls, and functionality changes to existing systems and processes.
- Responsible to develop and update Business Process Manuals (BPM) relating to the Finance Department and others when necessary.
- Perform other responsibilities and duties periodically assigned by supervisor in order to meet financial reporting requirements and/or other projects.
- Constantly review the operating model and resourcing requirements to recommend the need for additional resourcing as and when required and suggestions for enhancements to the operating model as appropriate. Where applicable, manage and monitor a staff member as and when the scope and level of responsibilities warrant an additional resource.

Minimum Job Requirements:
Education:
- University Degree in Accountancy
- Internationally Recognized Accounting Qualification (ACCA, etc)
Experience:
- 8 + years finance functions including reporting and analysis in a multi-national company, and/or accounting and auditing experiences in a big-size accounting firm
Specific Business Knowledge:
- Strong knowledge of accounting standards and principles
- Good knowledge in the preparation of management, financial and regulatory reports and analysis
- Good knowledge in Microsoft Excel, Power Point and Word.
- Knowledge of how the SAP Accounting System and Business Intelligence System work and designed, and familiar with using the systems.
Others:
- Good interpersonal and communication skills to deal with local and group personnel at various levels.
- Ability to work under pressure to meet tight deadlines.
