Senior/Human Resource Executive (Learning & Development)

Through over 20 programmes that encompass early intervention, therapy, vocational training, assistive technology, day care, as well as educational, employment and social service support, SPD serves, in all, 9,400 people with physical, sensory and learning disabilities, helping them become self-reliant and independent.


SPD is searching a Senior/Human Resource Executive (Learning & Development). This role reports to the HR Manager and the incumbent will be required execute training and professional development of employees in respective division(s). You play a critical role in developing and executing learning and development initiatives within organisation. This role also manages the day-to-day training activities, administers funding requirements, and work with training vendors to achieve learning and development outcomes.


Job Responsibilities:

Learning & Development

  • Cultivate meaningful relationship with key stakeholders of respective divisions to identify organisational learning needs, to design, develop, and implement targeted capability building programmes and/or initiatives to support the organisation's purpose.
  • Collaborate and work with business stakeholders on projects that build up the organizational capabilities. Leverage Learning Management System to support reporting of Learning KPIs.
  • Involve in program development and delivery facilitated both on-line and in person.
  • Handle L&D projects within budget and other measures including employee survey, focus groups meetings, etc
  • Generate and prepare report and develop comprehensive learning analytics for departments and management, enabling informed decision-making in the planning and refinement of training strategies.
  • Review and evaluate relevance and effectiveness of learning development policies and operational processes, and training programmes/curriculum aiming to optimize the overall efficacy.
  • Project owner and main go-to-person for the Training Module and LMS system.

Training and Funding Administration

  • Plan, procure and implement staff learning and development programmes.
  • Ensure timely registration of course applications, follow-up and work on necessary paperwork.
  • Source and tap on relevant training grants and subsidies to support learning and development efforts of respective division(s).
  • Administer bond/study sponsorship and necessary paperwork for successful applications in respective division(s).
  • Manage and handle HRIS and LMS functions related to staff learning and training matters.

Day to Day Learning & Development

  • Proxy for Human Resource Executive, HR Operations & Learning & Development in the event he/she is away.
  • Ensuring vendors payments are processed timely

Projects

  • To manage learning and development projects to drive organisation success and outcomes.
  • Participate and co-create organization development projects
  • Contribute actively and performs other duties, special projects and activities as required by the organization.

Ad-hoc

  • Prepare and provide reports, analysis, surveys and interactive communications on all HR activities and initiatives to the HR Manager, as required.
  • Support in Annual Budget process related to Learning & Development. Assist & Participate in HR related projects and any other ad-hoc duties assigned

Requirements:

  1. Minimum Diploma/Degree in Human Resource Management or equivalent
  2. Candidates with minimum of 4 years relevant experience preferred
  3. Prior experience with Proven results in implementing and supporting key training initiatives and programmes.
  4. Strong knowledge and experience in various training platforms and funding schemes.
  5. Strong analytical and project management skills with prior experience in key training initiatives and programmes
  6. Able to work independently in a fast paced environment
  7. Proficient in MS office programs (eg: strong knowledge of v-lookup, pivot table, power BI analytics)
