As we continue to build on our commitment to excellence in gymnastics, we are seeking a dedicated professional to work closely with our High Performance Technical Director. In this role, you will play a pivotal part in orchestrating the realisation of the Singapore Gymnastics High Performance Plan. This plan is a blueprint for achieving new heights in the world of gymnastics by reinforcing the capabilities of our National Training Centres and bolstering our local high-performance ecosystem.


As the torchbearer for this important mission, you will be responsible for overseeing the strategic implementation of the High Performance Plan. Your role will encompass a range of critical functions, including athlete development, coaching, programme management, and building partnerships within the gymnastics community. This is a hands-on role that will require you to be both visionary and pragmatic, with the ability to identify opportunities and challenges in the gymnastics landscape.

Primary Purpose of the Role:

The High-Performance Manager (HPM) will assist in the management and delivery of the High-Performance Plan and Programmes and is responsible for the management and operation of the National Training Centre and National Squads.


The HPM works closely with the High Performance Technical Director (TD) to ensure that the High Performance programme and plans are implemented optimally on the planning, budgeting, communication and delivery fronts.


The HPM oversees and maintains the development and implementation of a comprehensive athlete development system, which includes national team HP programmes (all relevant disciplines) and their developmental pathways, anti-doping programme, officiating development, athlete assistance and support, HP and technical liaison for major games and competitions.


In order to ensure optimal implementation, the HPM will oversee the High-Performance Administrators deliverables.


The HPM will develop and implement a range of projects, programmes and other initiatives which aim to enhance the capacity and capability of the National Training Centre and the HP Plan through eight key areas:


1.Quality Daily Training Environment at the National Training Centre.


2.Support the HPTD to deliver the High-performance plan and manage all National Teamactivities;


3.Athlete Pathway & Sport Development for all disciplines in Singapore.

4.Provide leadership and co-ordination to the discipline Technical Committee’s to ensure theGymnastics community is provided with strong leadership and communication throughoutSingapore;


5.Manage and coordinate all the technical areas relating to the “Field of Play” (FOP) forNational and International events in partnership with the Event Manager.


6.Manage, coordinate and develop the Technical Officials through the national accreditationand a professional development pathway.


7.Development and maintenance of relevant High-performance policies


8.Development and management of all the discipline specific National Programmes to ensurethey are align to the High-performance and participation goals of SG.


Reporting Structure:


The High-Performance Manager reports to the High Performance Director and collaborates with the National Coaches to ensure that the SG’s National Team programmes and implementation are meeting the needs of our athletes.


Responsibilities

Leadership

•Openly share and distribute information which is relevant to all disciplines.

•Promote and inform a long-term ‘whole of sport’ pathway philosophy throughout Singapore.

•Promote and support SG programs, regulations and policies at all times.

•Ensure the TD and relevant staff are briefed on key events, projects, and key issues.

•Produce high quality and professional correspondence, documentation and reports.

•Contribute to a positive organisational culture which is focused on delivering results and excellencein service provision.


SG National Training Centre (NTC)

•In collaboration with the TD develop and manage national training centre.

•Effective day to day delivering of the National Training Centre and management of operationsincluding responsibility of the budget.

•In collaboration with the HPA, lead NTC equipment and National Team clothing procurement andensure detailed inventory tracking.

•With the National coaches prepare, coordinate and deliver individualised, integrated andperiodised training programmes for all athletes in the program.

•Manage performance targets for all squads ensuring a systematic talent pathway with appropriatecoaching support to achieve those targets.

•In collaboration with the AHPM assist in the management of NTC athletes health and well-being

•Identify and agree on an appropriate competition and camp programmes for all Performancesquads.

•Maintaining records of all activities and monitoring results against agreed targets for the NTC.

•Attending meetings where required to support the programme.

•Developing and managing relationships with key stakeholders, clubs and members in order todevelop, promote and enhance gymnastics and to all target groups.

•Ensuring adherence to and compliance with all Singapore Gymnastics policies and procedures.


High Performance – National Team

•In conjunction with the TD

o Prepare and manage the annual budget around National Team activities – international tours etc.

o Co-ordinate and organise all National Squads, international tours, training camps and clinics.

oBe responsible for the preparation and management of all Singapore National Teams.

•In collaboration with the AHPM lead in the monitoring and up-keeping of the National Team and National Training Centre athletes tracking and monitoring database/s.

•Assist the TD in the evaluation of National Team programmes against the strategic and operational plans and the implementation of adaptations to these programmes brought on through results of detailed gap analysis.

•Along with the TD, and supported by the HPA, manage the SpexCarding process.

•Lead in the development and implementation of National Team selection policies, along with other policies and agreements relating to SG’s High Performance programme;

•Responsible for the promotion of high performance and sport through the website and social media via news stories, media releases and articles;

•Support the High Performance Director and Coach in his roles where requested.


Programme and Sport Management

• Activation of the annual operational plan which outlines the performance and participation deliverables needed to successfully deliver upon the Strategic Plan to attain highest performances for the athletes and increase athlete participation to meet all key deliverables;

• Facilitate the development of an annual calendar for high performance and participation of events and activities including meetings, camps, competitions and Technical Official courses in consultation with the TD and Event Manager and ensure that this is kept up-to-date and communicated effectively.

• Management and delivery of the Singapore Gymnastics Development Programme.

• Ensure there is an aligned pathway and the technical content between the National Proficiency Awards and the Singapore Gymnastics National Programmes.

• Drive and manage the daily operations of all disciplines and the Technical Advisory Committees.


Technical Advisory Commissions

• Manage, co-ordinate and support the Technical Committees.

• In conjunction with the Technical Committee facilitate development, preparation and/or distribution of the following: -

o Technical syllabus of the Singapore Gymnastics National Programme.

o Technical Handbook and relevant updates.

o Technical Guidelines for National Competitions.

o Minutes of Technical Committees meetings, conferences, coaches and judges assembly conferences.

• In conjunction with the Technical Advisory Committee’s (TAC) prepare for the discipline National Selection Policies.


National & International Competitions

• Manage and co-ordinate all the technical components of all National Championships, Singapore Open and other sanctioned competitions in conjunction with the National Events Manager and the TAC, supported by the HPA;

o Competition work plans and work orders

o Equipment requirements

o Judges panels

o Meeting Schedules

o Event Awards


Technical Officials (Judges) Management and Development

• Oversee, develop, review and manage the education framework for the National Judges Pathway for all disciplines.

• Organisation and preparation of courses, judging workshops and national judging accreditation.

• Updating and maintaining of the National Judge Database.

• Development of professional development opportunities.


Relationship Management

• Assist effective and professional communication to key stakeholders and the community via website updates and “SG Latest News” stories.

• Provide service to NTC athletes and parents, as well as National Squad and SGDP athletes, clubs and coaches.

• Strive to continually build stronger relationships among the gymnastics community including clubs, volunteers, committees, technical members, and individual athletes.

Key Performance Outcomes:

• Drive the development of high performing cultures and environments that sustains holistic performance development.

• Actively develop the affiliated clubs’ capacity and capability to deliver High Performance by enhancing ongoing relationships between the clubs and the National Training Centre.

• Increase the number of athletes in the pathway and at the NTC by focusing on selecting, supporting and tracking the progress of athletes.

• Implementation of effective pathway programmes for all disciplines to assist in the growth and retention of athletes at all levels, in particular the SGDP.

• Ensure an integrated approach to the planning of the disciplines operational plans, calendars, budgets and activities for both high performance and participation.

• Highly functioning Technical Advisory Committees which are well-supported administratively to achieve their key strategic initiatives and activities.

• Achievement of SG’s strategic targets to increase membership and retention of athletes.

• Increase the quantity and quality of Technical Officials.

• Accelerate the implementation and further development of Singapore Gymnastics Athlete tracking and monitoring database/s.

• Maintain and develop key relationships.

Qualification Requirements

• University Degree or Diploma, in fields of Business Administration, Physical Education, Sports Science, Sports Management or other sports-related discipline.

• Technical Background in one of the Gymnastics disciplines; FIG Academy Coach and/or FIG Brevet Judge preferred.

• Effective and timely communication to enable the TD, board, staff, members, partners, volunteers and sponsors to be informed of relevant developments and decisions in the areas covered.

Knowledge & Experience

• Minimum 5 years’ experience in developmental and High Performance coaching and/or administration.

• Experience of leading and managing a high achieving multi-disciplinary team within a performance environment.

• Knowledge and experience of both elite and development level coaching and the needs of elite coaches working within a performance environment.

• Applied knowledge and experience in World Class Performance systems and their Talent Pathway programme.

• An understanding of the contribution of coaching, sports science and performance support to the development and promotion of sporting talent through the pathway.

• Sets high goals and establishes stretch goals for personal, team and program accomplishment.

• Strong consultative, facilitation and decision-making skills

• Demonstrates passion and enthusiasm, and can motivate, lead, and empower others to achieve goals.

• Strong people management skills with experience leading, coaching and mentoring.

• Strong business writing, presentation and verbal communication skills in English
