Job Summary
The incumbent is to ensure the smooth operations of the Centre by performing the tasks under the various functions as spelt out under Principal Accountabilities
Principal Accountabilities
Admin-Related
1. Provide administrative support for the smooth operations of the Centre including but not limited to purchasing and stocking of consumables
2. Processing of referrals, admissions & discharges; Review, apply for, and/or renew Means Test and Financial Assistant for residents
3. Identifying vendors for specific tasks/projects and obtaining and evaluating quotations
4. Maintaining the CCTV and card access systems, and stocking, programming, issuing, revising, and cancellation of access cards
5. Prepare statistical, admin, finance, facility, health & safety, and clients reports/documents and safekeeping them systematically according to statutory requirements
6. Ensure all service contracts and licenses are reviewed, maintained, and renewed on a timely basis
Finance-Related
1. Generate monthly invoices, collection of fees, issuing receipts, managing bad debts, using the prescribed systems
2. Managing Centre’s asset
3. Process cash and in-kind donations
4. Facilitate audits by internal and external auditors
5. Carrying out purchasing function including obtaining quotations, issuing purchase orders, and processing payments
6. Collating, reviewing, confirming, and submitting relevant subvention data and claims to funding bodies within timeframe specified
Facilities-Related
1. Supervise a team of HCAs to maintain Centre’s cleanliness to the standard required by the Environmental Sanitation Regime; Attend training and be licensed as the Centre’s Environmental Control Coordinator (ECC) by NEA
2. Carrying out daily preventive maintenance
3. Receive and process room bookings from internal (SACS/SAMH) and external parties
4. Working closely with Corporate Facilities to implement and review all health and safety requirements
5. To apply and maintain all necessary health and safety related licenses required for the operations of the Centre
HR-Related
1. To manage support staff’s roster including arranging for coverage due to medical leave, home leave, etc
2. Collect, collate, review, and submit support staff’s overtime claims to Corporate HR on a monthly basis
3. To work with Corporate HR to implement policies related to HCA
IT-Related
1. Ensure Centre WiFi, computers, copiers, and other IT-linked systems are operational at all times
2. To work with Corporate IT to implement and review all necessary tasks as required by Corporate IT
