Job Responsibilities
- Prepare detailed cost estimates for construction projects, covering materials, labor, equipment, and overheads.
- Develop and monitor project budgets to ensure costs remain within the approved limits.
- Lead the preparation of tender documents, including bills of quantities, specifications, and contracts.
- Analyze bids from contractors and suppliers, providing recommendations based on value, quality, and cost-effectiveness.
- Negotiate terms with contractors, suppliers, and subcontractors.
- Oversee contract preparation and administration, ensuring all contractual obligations are clearly defined and met.
- Manage contract variations and adjustments to accommodate design changes or unforeseen circumstances.
- Ensure that projects comply with the contractual terms and conditions.
- Conduct interim valuations of work completed by contractors to facilitate progress payments.
- Evaluate and certify contractor and supplier invoices to ensure accuracy before payment approval.
- Prepare final accounts and settlements at the end of the project.
- Work closely with project managers and engineers to determine the impact of changes on project budgets and timelines.
- Lead the resolution of contractual disputes, including claims related to cost overruns, delays, or other issues.
- Negotiate settlements with contractors or subcontractors, representing the client’s best interests.
- Lead and manage junior quantity surveyors and other members of the cost management team.
- Provide guidance, training, and support to team members to enhance their skills and performance.
Job Requirements
- Diploma or Degree in Quantity Surveying/Building or equivalent.
- Minimum of 5 years of experience in the building construction industry in Singapore, preferably with a Main Contractor.
- Experience in HDB Tender/Project is an advantage but not compulsory.
- Experienced in tendering for projects.
- Proficient computer skills, including advanced proficiency in Excel.
- Skilled in project management software.
