Job Description
Contracting Strategy & Management:
- Lead the planning and development of contracting strategies for all terminals, ensuring alignment with project scope and contractor market insights. Involve early on, starting from the Investment Proposal stage.
- Oversee the contractor pre-qualification process.
- Set up contracts, manage scope changes, and address scheduling obstacles in close coordination with the Project Manager.
- Manage the entire tendering process up to contract awards.
- Develop contracting and sourcing plans while organizing tender boards in compliance with the Global Tender Procedure.
Supplier Management:
- Organize and conduct pre-qualification assessments for tenders.
- Ensure an updated list of qualified vendors and contractors is maintained.
- Conduct site visits for contractors involved in growth projects as required.
Contract Management:
- Ensure procurement contracts are implemented effectively, monitored, and fully utilized.
- Ensure contract availability and visibility, as well as compliance with procurement policies and principles.
- Evaluate supplier contracts with stakeholders and determine necessary adjustments or terminations.
- Collaborate with Project Managers to negotiate Variation Orders for growth projects.
Purchase-to-Pay (P2P):
- Oversee and execute all stages of the P2P process (Request, Approve, Order, Expedite, Receive) to ensure timely delivery of services/products, leveraging the ERP system.
- For purchases exceeding SGD40K without framework agreements, manage the supplier selection process, including market analysis, development of RFIs and RFPs, conducting clarification meetings, and coordinating with internal partners.
Project & Category Strategy Development:
- Develop project and category strategies based on key procurement categories, conducting internal and external analyses to secure and sustain optimal business value in terms of cost, efficiency, and risk management.
- Ensure availability of goods and services according to budget and planning requirements.
Annual Procurement Plan:
- Execute terminal procurement plans and budgets.
- Perform spend analysis, contract reviews, and process improvement assessments, aligning initiatives with stakeholders.
Continuous Process Improvement:
- Regularly review S&P policies and systems to identify and recommend P2P process improvements to the Manager of S&P.
Performance Measurement:
- Monitor and analyze performance by measuring KPIs (e.g., P2P, savings, contractor safety) and provide recommendations for improvements.
Job Requirement:
- Solid commercial awareness with experience in Contract Law, including drafting contract/specification clauses.
- Proven track record in contract negotiations and vendor management.
- Strong negotiation, communication, and analytical skills; decisive and proactive.
- Quick learner, team player, and able to work independently.
- Minimum 3 years of experience in Contracting Management or Procurement.
- Bachelor’s Degree in any discipline.
