Job Summary

The CIB Risk Initiatives Team sits within the COO office for the Corporate & Investment Banking (CIB) business.

The team provides CIB with capabilities to drive regulatory and risk programmes and initiatives across CIB businesses, working in an agile operating model with each segment and product area. Due to the nature of these programmes and initiatives, the team support not only the CIB Business but more broadly collaborate and engage across other divisions in the Bank to ensure delivery of pan-bank regulatory and risk initiatives, especially where the majority of work or accountability sits within CIB.

Such regulatory and risk programmes and initiatives may include for example:

  • Complex/Large-scale Regulatory Change (LSRC);
  • Material Policy changes;
  • Internally-driven programs supporting the management of regulatory interactions and change (for example, how we engage our regulators and track resulting regulatory actions and commitments);
  • Topical strategic risks;
  • Strategic change within CIB Conduct & Control, Resilience and Fraud

The team enables the business to proactively impact assess new programmes and initiatives, coordinate the approach and interpretation across businesses; support the delivery and partner with the business teams to implement requirements in a consistent and coordinated manner.

The role holder will lead the overall programme portfolio and the programme portfolio team with direct management responsibility. The role holder themselves will also manage and lead individual programmes or initiatives within the portfolio, ensuring that the Bank will be compliant with applicable regulations, industry and risk requirements.

The role holder will have significant familiarity and experience with managing regulatory and risk programmes and have an ability to drive effective solutions.

The role presents an exciting opportunity to work across a diverse range of risk areas, and all aspects of the CIB business, including collaboration across First Line of Defence (“1LOD”) and Second Line of Defence (“2LOD”) teams.

Key Responsibilities

Strategy/Business

  • Oversee the programme portfolio, with accountability for the delivery of multiple large-scale regulatory change and risk programmes and initiatives.
  • Provide thought-leadership on regulatory and risk matters impacting CIB programmes and initiatives within the scope of the team.
  • Propose and deliver strategic solutions to challenges and/or problems encountered in the programme portfolio delivery, ensuring alignment to overall Bank strategy.
  • Individual programme deliveries
  • Co-ordinate and lead CIB and/or pan-Bank programmes and initiatives, inclusive of creating a compelling vision, and aligning with strategic objectives.
  • Create and deliver programme governance structure and plans that will support programme implementation, including as needed through structuring and oversight of underlying projects.
  • Establish cross functional teams to support delivery, facilitating and fostering collaboration to bring together the required expertise.
  • Coordinate and align delivery teams (often multiple, across business and countries) to ensure that programme objectives are met.
  • Work across business/function and technology in the bank to develop and execute pan-Bank implementation plans that bridge the divide between requirements and technical delivery.

Processes

  • Define criteria and processes to manage the demand pipeline of programmes and initiatives, including for example review of priorities, strategic fit and capabilities to deliver.
  • Identify opportunities for standardisation, consolidation and simplification, and integrate these into the delivery path of programmes.
  • Ensure the programme portfolio is suitably managed and tracked to provide transparency and ensure that any concerns can be quickly escalated and addressed.
  • Individual programme deliveries
  • Account for Group and country perspectives in solutions and consider how to best integrate or manage nuances or constraints identified.
  • Support execution based on approved scoping artefacts and project management of day-to-day including task tracking, risk and issue management, stakeholder management etc.
  • Ensure due consideration to change management, including communication strategy, training and support models, to embed new programmes and initiatives into business as usual (BAU).
  • Support and lead the running of programme governance meetings.
  • Assist with reporting to relevant project and programme steering committees with data generated using bank-wide standardised tools.

Skills and Experience

People & Talent

  • Provide people leadership, with responsibility for the management of programme portfolio team members, with direct and matrix reports, including programme managers, project managers, business analysts and PMO resources.
  • Manage and support assigned programme portfolio team members, including goal setting, mentoring, talent development and retention.

Risk Management

  • Contribute to the underlying deliveries of the programme portfolio through active decision-making, escalations and conflict resolution.
  • Individual programme deliveries
  • Establish ongoing identification, monitoring and management of risks, issues, and dependencies, and if required, ensure escalation in a timely manner.
  • Where timelines or deliveries appear at risk due to internal or external factors, ensure that a corresponding remediation plan is formulated and executed to mitigate the risk.

Governance

  • Adherence to the Bank’s Programme Management good practice and governance, ensuring compliance to Group policies, standards, and local regulatory requirements
  • Comply with Programme Management Standards and the SDF Control Framework (including Agile).
  • Adherence to change management standards and procedures and establish frameworks to ensure that business specific initiatives adopt the same standards.

Regulatory & Business Conduct

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Key stakeholders

  • Relationship management and collaboration across First Line of Defence (“1LOD”) and Second Line of Defence (“2LOD”) teams.
  • Manage and coordinate relationships with senior stakeholders to ensure the success of programme portfolio deliveries, including (but not limited to) COOs, CIOs, Head of Operational Risks and Head of CFCC supporting CCIB, CPBB and FCSO.
  • Work with technology and architecture teams to ensure programme goals and deliveries are aligned with wider Bank technology strategy.

Our Ideal Candidate

  • 15 years of hands-on experience in project / programme management and stakeholder management in financial services.
  • The candidate needs to have experience in managing a portfolio of programs with a budget exceeding $20 million.
  • Candidates needs to have extensive experience managing a team of seasoned Programme Managers, Project Managers and BAs.
  • Candidate has a strong track record of delivery with large scale, multiyear, multi-jurisdictional change.
  • Candidate has excellent communication skills and is comfortable interacting with C-Suite stakeholders.
  • Experience successfully managing regulatory and risk programmes and projects, in financial services.
  • Experience running strategic programmes, impacting across business/functions and locations.
  • People management experience
  • Ability to take initiative, identify opportunities and work with minimal management oversight to drive the best outcome possible.
  • Hands-on individual contributor with an eye for detail and proactive, self-managed work style
  • Excellent written, communication and presentation skills; able to effectively engage, influence and manage senior business stakeholders.
  • Experience working in a collaborative manner with global teams.
  • Hands-on experience working in an Agile environment
  • Hands-on experience working on ADO or equivalent
  • Need have knowledge of CIB business segments and product areas. Knowledge / experience with regulatory change/implementation an advantage
  • Strong communication and interpersonal skills
  • Strong problem solving and analytical skills
  • Multicultural awareness.
  • Graduate / MBA (optional)
  • PMP certification or equivalent, Risk management certification e.g CRMP or equivalent ,Agile certification and Awareness of IT best practices/IT service delivery frameworks e.g ITIL.
