Job Title: Manager, Learning & Development (L&D)
Budget: Up to $7.3K
Reporting to: L&D Team Lead


Position Overview:
As a key member of the Learning & Development team, you will partner with business leaders to design and implement impactful learning strategies and programs. Your role will focus on fostering a culture of continuous learning and innovation.


Key Responsibilities:


Learning Partnering:

  • Engage with business leaders to identify and develop essential capabilities and competencies.
  • Foster a culture of learning and innovation within the organization.

Program Design and Implementation:

  • Design, develop, and implement learning programs aligned with organizational goals and skill development.
  • Address skill gaps through tailored initiatives.

Program and Sponsorship Management:

  • Manage learning resources and budget for the job family, utilizing learning analytics to uncover new opportunities.
  • Oversee L&D funding programs and schemes, including budget management, application processes, and impact measurement.
  • Administer MOH-funded schemes such as the Health Manpower Development Plan and MOH-In-Service Scholarship & Sponsorship, ensuring compliance with implementation approaches.

Innovation in Learning Practices:

  • Stay updated on emerging learning and development practices, tools, and technologies.
  • Explore and implement bold new approaches to enhance learning effectiveness.

Culture Change Initiatives:

  • Lead initiatives to reinforce organizational Core Values and promote a culture of learning and innovation.

Qualifications:

  • Degree / Masters in Human Resource / Business Management related field
  • Proven experience in Learning & Development, preferably in a healthcare or similar environment.
  • Strong communication and interpersonal skills to engage with diverse stakeholders.
  • Ability to analyze data and translate insights into actionable strategies.
  • Familiarity with budget management and funding processes.
