Budget Manager

Job Description

• Lead and prepare tender estimation. Prepare/check quantity taking-off, summarize quantities for each job sequence.

• Source suppliers & sub-contractors. Evaluate quotations. Ensure contractual compliance of tender submission.

• Perform full spectrum of contracts administration including quotation, costing, tenders and contract documentation.

• Work closely with and participate in project meetings with the project manager, finance team and other departments to coordinate the project budget and financial objectives.

• Pre-contract works including studying tender documents and drawings.

• Negotiate terms & conditions for contracts with the Clients, sub-contractors, etc.

• Prepare project cashflow.

• Monitor project expenditures to ensure that they are within the approved budget.

• Draft contracts/ agreements.

• Handle all disputes arises on issues related to contracts from clients / consultants / sub-cons/ partners.

• Manage the resources, budget and staffing of the Department of Construction of the Ministry of Commerce. Supervise the financial planning and monitoring of public works projects.

• Participate in the drafting of the project contract, ensure that the contract terms comply with the requirements of laws and regulations, and clarify the rights and obligations of both parties, especially the key terms such as the scope of the project, quality standards, construction period, payment method and liability for breach of contract.

• Track all project expenses, including labor, materials, and administrative expenses, provide real-time data on project costs, and prepare and update budget reports to keep project managers and stakeholders informed of financial status.

• Support the project team on planning, scheduling and co-ordination of various projects; monitor project progress, cost and cashflow.

• Negotiate for contractual variation, settlement of claims, progress payments and finalizing project accounts.

• Act as the primary point of contact for budget related inquiries and issues within the project team.

• Educate project team members on the importance of budget agreements, expense reporting, and budget compliance to foster team responsibility.

• Other duties as assigned by the management.

Job Requirements:

• Candidate must possess at least a Bachelor's Degree in Civil/Structural Engineering, Building/ Quantity Surveying.

• At least 4 years of working experience in the Construction Site

• Able to work in a team and support the tender manager/project manager in contract administration and cost control.

• On site-experience Marine, Wind Power Project is preferred
