Introduction to ICAI:
The International Centre of Aviation Innovation (ICAI) is set up to manage R&D related to the next generation Air Navigation Services, Smart and Automated Airport to drive innovation in the aviation ecosystem. It manages a series of research programs involving the various local research institutes and IHLs. Given its international orientation, it also works with industry partners to promote new concepts that will support regional collaboration in airspace management.
This Role:
The responsibilities for this role include performing the grant administration of all the projects which are undertaken by ICAI and providing support for various finance administration activities. The incumbent shall report to the Programme Manager who is in-charge of all the research activities in the organisation. The specific job responsibilities include:
Grant Administration:
- Validate claims submitted by grantees to ensure compliance with grantor’s funding guidelines.
- Manage accounts receivable to ensure billings and collections are done in timely manner.
- Administer the grants in timely manner.
- Assist Programme Manager on grant variations, extensions and other change requests.
- Assist in submission of progress and final reports.
- Monitor and keep track of the expenditures of the grants awarded.
- Assist in preparation of grant related financial reports.
- Perform finance-related tasks such as fund management, preparation and analysis of financial statements for audit and reporting to relevant authorities.
- Liaise with relevant government authorities and other departments on grant related issues.
- Assist in management reporting, monitoring expenditure, cash flow and taxation matters.
- Ensure compliance to applicable standards, policies and procedures including Singapore Financial Reporting Standards.
- Plan and liaise with external auditors on the year end closing.
- Any other finance duties assigned from time to time.
Finance Administration:
- Prepare annual budget and regular projections
- Prepare monthly/quarterly reports for submission to Group Finance
- Analyze monthly P/L, monitor against budget and provide commentaries and present to management using infographics and dashboards
- Review balance sheet schedules and take action to clear outstanding items
- Approve expense claims, ensuring claims are properly supported, compliant to policies and within budget
- Business partnering with departments to provide guidance in financial matters, policies and procedures
- Review, improve and automate work processes for productivity and efficiency
- Participate in ad hoc projects
Qualifications
- Degree in Accountancy, ACCA or related disciplines.
- At least 5-6 years of relevant working experience in a grant management role.
- Excellent analytical skills, problem solving, interpersonal skills with proven ability to communicate effectively across all levels.
- A dynamic individual with the ability to multi-task in a fast-paced environment.
- Sound knowledge of Microsoft Excel.
