- Responsible for the day-to-day operations of both routine and cyclical maintenance
- Regulate and control the collection of charges and fees, use of common properties
- Ensure essential maintenance services and lift rescue operations are carried out by EMSU
- Review and evaluate past and present policies, practices and activities so as to plan and forecast new directions and developments in assigned areas of duties/ responsibilities
- Prepare and review specifications and contracts documents for tender
- Conduct regular performance review with term contractors
- Ensure that Senior/ Property Officers carry out their work using the estate inspection system
- Undertake project feasibility studies, recommend and implement approved estate improvement projects and CIPC submissions
- Responsible for the planning and implementation of Town Council’s publicity, public relations and community development campaigns to enhance the Town environment
- Establish good rapport and working relationships with councillors, residents, grassroots organisations, Community Development Council, other relevant government authorities and statutory boards in order to enhance the reputation and effectiveness of the Town Council
- Evaluate requests from grassroots organisations and leaders and residents in the provision of amenities, facilities or improvements works
- Maintain close liaison with community leaders, grassroots organisations and other authorities so as to obtain various feedback and to monitor works-in-progress undertaken by HDB, e.g. Ad-hoc Upgrading programme
- Enforce council by-laws and / or on delegated powers to the council
- Represent Town Council for MUP, HUP, LUP, IUP plus & TC-LUP etc
- Recommend and implement various upgrading programmes as well as monitor the progress and control the budget of these programmes
- Ensure S/POs conduct horticulture maintenance inspections with reports to S/HOs
- Review landscape design plans prepared by S/HOs and Consultants and assist S/HOs to obtain feedback from grassroots on choice of plants
- Oversee S/HOs in the preparation of tree planting day and other events that require landscaping works or flowers decorations to be provided
- Provide secretarial support as Secretary/Assistant Secretary to TC Standing Committee
Requirements:
- Degree in Building Services / Facilities Management / Real Estate Business or other building related degree
- Preferably 8 years’ experience in township management
