The Specialist, Learning Excellence leads the design, implementation, and evaluation of end-to-end learning and development (L&D) programs to build organisational competence and capability. The role is responsible for managing the organisation's learning and development framework, including competency-based training, coaching, and assessment programs, to address learning needs and drive continuous improvement.
Key Accountabilities
Competency Framework and Learning Needs Management
- Establish and maintain the structure of a master competency bank and frameworks for functional and leadership competencies
- Collaborate with subject matter experts to review and validate competencies against sector/national standards and RC's context
- Develop knowledge management policies and processes to ensure accessibility of competency information
Learning and Development Program Solutions
- Work closely with Rainbow Centre Training and Consultancy to identify and source suitable learning activities mapped to functional and leadership competencies
- Develop and implement organisation-wide L&D solutions, including people management, leadership coaching/mentorship, and emerging leader programs
- Promote awareness and engagement of staff towards the L&D solutions
Competency Integration Across HR Touchpoints
- Update job descriptions to be aligned with defined functional and leadership competencies
- Create interview guides for assessing candidates' suitability against competencies
- Collaborate with People and Culture team to refresh performance appraisal and promotion criteria to be competency-based
Project & Change Management
- Align key metrics and processes with the learning management system’s features, where necessary, perform enhancements to system
- Develop comprehensive learning and development project plans, that cover all project related areas such as scope management, time management, risk management, quality management, and change management
- Define service levels and requirements and engage stakeholders to achieve required standards and consistency
Develop Self & Others for Greater Impact
- Proactively seek learning/upskilling opportunities and set stretch goals to drive own professional development
- Proactively acquire knowledge, updates, and trends in relation to social service sector
- Maintain up-to-date knowledge of developments in the learning and development field
Job Holder Requirements
- Good Bachelor Degree in a relevant field such as Human Resource, Organizational Development, or Adult Education
- Minimum 4 years of progressive experience in learning and development, training, or talent management. Those with experience may be emplaced at Senior Specialist.
- Track record of leading and managing L&D projects and initiatives end-to-end
- Prior work experience in the social service sector would be an advantage
