General:
At least 15 years of directly relevant work and management experience. Familiar with or prepared to serve in the social service sector. Those with work experience in programme-based environment highly preferred.

Key Responsibility Areas
1. Strategic Management
- Develop strategies and action plans for observing new/ developing trends and needs, in the
assigned areas of responsibility, initiating and developing new processes/structures to address
changing needs
- Promote collaboration and partnership internally and externally
- Lead and manage a small team to support the development and implementation of the
organisation’s strategic initiatives
2. Financial Management
- Develop financial models, including but not limited to the use of activity-based costing approach, in
support of the strategic thrust of financial sustainability
- Work closely with and provide support/guidance to internal stakeholders on reserves utilisation
and fund raising requirements.
- Develop strategic plan financial projections and operational budgets
- Support and guide the financial aspects of grant proposals and grant usage
- Monitor Cashflow and execution of investment plans
3. Grant Financial Governance and Reporting
- Manage and align external stakeholder (grantor) requirements with internal financial processes
- Perform/manage grant financial reporting and necessary analytics
- Review, establish and manage ring fencing mechanism to achieve compliance in an efficient manner
4. Accounting, Statutory and Management Reporting
- Ensure accounting complies with the SFRS and grantors’ requirement
- Ensure transparent, timely and accurate financial reports are prepared and made available to both internal and external stakeholders
5. Governance
- Manage SHINE’s governance framework and processes to ensure full compliance with IPC/Charity
code of governance and other relevant regulations.
- Manage Corporate Secretariat duties and compliances
6. IT and Data security and governance
- Work closely with outsourced IT service providers to ensure IT infrastructure and security measures are in place
- Maintain oversight of data security
