Human Resources and Administration Manager

Ho Ly Aluminium Construction Pte. Ltd.

Support HR and Admin Manager in overseeing the full spectrum of human resource and office administration functions, including the following:

  • support all departments in manpower planning, ensuring timely and effective recruitment.
  • manage the organization’s compensation and benefits programme, including salary benchmarking, payroll processing as well as benefits and claims administration.
  • work with all departments to develop and implement training programmes responsive to the needs of the organization.
  • oversee the performance management process, including goal setting, performance evaluations, and career development planning.
  • address employee relations matters, including grievances, disciplinary actions, and conflict resolution.
  • foster a positive work culture through employee engagement initiatives.
  • oversee HR administrative tasks such as documentation and record-keeping, HRMS management, and maintaining the accuracy and confidentiality of employee data.
  • keeping abreast and ensuring compliance with all prevailing governmental rules and regulations including but not limited to the Work Injury Compensation Act (WICA) policies and procedures, Ministry of Manpower (MOM) labour laws, and Inland Revenue Authority of Singapore (IRAS) tax regulations.
  • manage industrial relations professionally and competently, including liaising with employee trade unions and MOM.
  • lead and manage the organization’s procurement function including supporting tender preparation and ensuring compliance with procurement policies and procedures.
  • manage all office services, including housekeeping, transportation, telecommunication and utilities; and
  • develop full manpower cost budgets in accordance with the requirements of strategic and annual planning cycles.
  • Actively participates in various committee meetings and initiatives.
  • Serves as the primary liaison for internal and external auditors during ISO audits within the HR department, ensuring all related documentation is accurately maintained and updated.
