RESPONSIBILITY

To execute tasks and assigned functions as delegated by the Managing Director

Provides directions to the Operations Department as part of the Fleet Teams day to day and long

term basis

- Identifies, defines and requests necessary resources from the Managing Director as needed for the steady performance of the Operations Department to guarantee maximum of the availability of the Spring Valley fleet

- Responsible for the safe, secure and efficient operation of the fleet, always in particular regarding operational matters.

- Manage H&M (Hull and Machinery), PNI (Protection and Indemnity), FD&D (Freight Demurrage & Defence) and other insurance covers for company‘s fleet; Ensure all claims are filed with relevant insurers in a timely manner; Coordinate with relevant insurers to process various marine claims (hull, cargo, crew & related P&I claims);

- Assisting the Managing Director with planning and supervising nautical and operational activities concerning the of the whole Spring Valley fleet which includes:

- Participating in developing relevant policies

- Participating in developing the position specifications for relevant shore staff and for sea staff

- Participating in developing company standards and best practices.

- Preparing of annual OPS-budget

- Supervises the KPI’s monitoring relevant to the fleet and crew performance to ensure compliance with established plans and to identify improvement potentials for the continuous improvement process.

- Co-ordinates and liaises with all other departments of the group as necessary on all aspects of vessel operation issues including, but not limited to accident, incident and non-conformities.

- Issue and release standards and guidelines to the Operations Department for action as appropriate

- Supervising the coordination and cooperation between Owners, Charterers and ship managers in regard to operational matters as well as assisting the Commercial Department

- Liaise between management and concerned staff in the Operations Department

- Familiarize and analyze all incoming information and updates from external and internal sources, to initiate action as necessary

- Supervises the change-over process for ship management

- Participating in the Management Review of the Integrated Management System

- Coordination in providing regular reports to management and Owners

- Defines task and responsibilities for the Operations Department in coordination with the Managing Director

- Supervising the close cooperation with the Charter Control Department and/or Owners

- Respond to emergencies and potential emergencies as described in the Emergency Response procedures

- Monitor the operational performance of the fleet by reviewing KPI statistics, deviation statistics, monthly reports from the Fleet Managers

- Review of Management Review conclusions and assisting in definition of corrective actions

- Provide direction to the Operations department based on analysis of KPI results, Deviation results, root cause analysis, Management Review results and Charter market requirements

- Provide corrective action proposals based on analysis of KPI results, Deviation results and root cause analysis, Management Review results and OPEX reports.

- Provide monthly status report to the Managing Director

QUALIFICATIONS

- Minimum in bachelor’s degree or equivalent

- Strong analytical, problem solving, time management, decision making and leadership skills.

- Highly flexible, stress resistant and able to demonstrate conceptual thinking skills.

- Demonstrates teamwork, interpersonal and communication skills.

- Extensive knowledge and experience of project work must be process oriented.

- Ability to respond positively to customers and external bodies in an effective manner.

- Knowledge and experience in the health and safety of the marine industry.

- Sound knowledge and experience with QHSE Management concepts.

- Extensive knowledge and experience of ship operations, marine loading/discharging utilities and facilities as they pertain to container, car and multi-purpose berth requirements.

- Good inter-cultural skills and an understanding of Asian and Western business practices and protocol.

- Good working understanding of commercial and contractual documents as they pertain to Sellers/Charterers issues.

- Very good written & spoken English, value added in Chinese language proficiency

- Proficient in Microsoft Office applications, statistical reporting and database management
