We are hiring a Senior Manager (Senior Lead Analyst) for one of our government client team to drive and deliver IT strategies. The candidate will be responsible for all components of the planning initiatives, from conceptualisation, strategy formulation, funding approval to outcome measurement. The Senior Manager will also work with the implementation teams comprising of project managers, change management specialists, business analysts and clinical subject matter experts to define and scope the initiative, schedule, cost and resource requirements.
- RESPONSIBILITIES:
- Work with the PM and BA Lead to define goals, work timeline and expected deliverables for business analysis
- Support the set up of governance to track status, risks, changes and issues pertaining to day-to-day management of all functional areas of system/data product analysis
- Support the planning of stakeholder engagement including defining roles, decision making authority and level of influence
- Define stakeholder communication plan
- possesses an analytical mind, and is able to see interconnections with system solutions and usability
- Define requirements & design acceptance and evaluation criteria
- Formulate system scope and objectives
- Analyse current state and perform gap analysis to identify opportunities for improvement
- Examine interactions between system elements, system performance and issues
- Conduct in-depth analysis of the business requirements specifications and feasibility studies on possible solutions
- Support the development of business cases defining potential benefits, solutions to increase efficiencies of business processes and associated risks
- Support the defintion of opportunities and constraints of processes and systems/data products
- Establish requirements for the implementation of changes in the business processes
- Analyse systems/data products and processes to identify enhancement opportunities
- Secretariat support
REQUIREMENTS:
- Programme management experience; preferably in managing programmes in a medium to large-sized organisation
- Ability to think strategically; understand and interpret policies to apply to IT enablement
- Ability to establish and cultivate relationships with a variety of key stakeholders
- Demonstrated planning capability applicable to the implementation of large scale programmes
- Well-developed communication, negotiation and professional writing skills
- Good team player
- Degree in Computer Science, Computer Engineering or equivalent
