Overview:
To lead a team of personnel (Yard and contractors) on the efficient operation of activities carried out onboard vessel (offshore newbuilding, repair, conversion and modification) or workshop and ensure that works are completed within stipulated schedules with skill, efficiency, quality and innovative solutions. Operation activities include practical design, practice procurement, project management, construction, installation, testing and commissioning. Lead the Safe Distance Officer for Covid-19 or similar where applicable.
Responsibilities:
- Administers, monitors and continuously ensures that all operations conform to safety requirements and maintains high safety standards.
- Based on defect list given by ship owner, plans, prioritises and executes repair activity based on available resources and facilities. Provide information to APM for any CM39 requisition
- Co-ordinates and disseminates all the repair activities in the repair process in a given schedule with supervisors, yardmen and contractors in accordance to the Department Work Instruction and specifications.
- Attends vessel safety co-ordination meetings to ensure that all repair activities are carried out in a safe environment and meets the applicable statutory, regulatory and contractual requirements.
- Attends department production meeting to co-ordinate work progress, update work schedules promptly and scope of work. Highlight critical path and also channel to Ship Repair manager to achieve project milestones and prevent cost overruns.
- Liases with Shiprepair Manager/ Billing Dept about variation and additional in work scope. Raise variation order for additional work not stated in the specs
- Liaises and coordination with relevant trades towards milestone set
- Liaises with Superintendent for critical activities for smooth operation and provide technical proposal.
- Ensure cost control by correct Just In Time material ordering, proper manpower deployment and reporting, rework prevention, continual improvement on work method in order to meet the EVA, KPI and Key Thrust set by the department
- Feedback to HOD and superior on any non-conformance and record in Incident reporting and follow up on corrective actions
- Ensure all completed works carried out are documented and verified by Client
- Contractors work completion report verified as per actual carried out
- Ensure proper usage of department assets and report any non-conformance
- Whenever required communicate through by means of IT networking and solutions
- Ensure the safety of personnel through compliance with Occupational Safety and Health and Environmental Regulations and HSE operating procedures and conduct Risk assessments before commence of work. Counsel employees about compliance as necessary.
- Participate in the preparation of Safe work, Environmental control and Emergency procedures and Audit Matters e.g. ISO9001:2015, ISO45001:2018 and ISO14001:2015.
- Ensure that all Health, Safety, Environmental & Quality (HSEQ) plans are followed. Perform Safe Management/ Distancing Officer duties stipulated when assigned
- Any other associated tasks and responsibilities assigned from time to time.
Preferred Requirements:
- Preferably with 2 years’ working experience in a similar capacity.
- Effective planning skills, good supervisory ability, conflict management skills and interpersonal skills.
- Effective problem solving and decision making skills are also essential.
- Ability to communicate in other languages (like Mandarin, Tamil, and Malay) would be an added advantage.
- Basic knowledge on Piping Standard and Compliance with all Codes, Policies, Procedures e.g. ASME Code for Pressure Piping B31.3, ASME IX, IACS
- Resourceful, dynamic, excellent leadership qualities, tactful, committed, good team player, customer oriented and able to work under stressful situations.
Preferred Qualifications:
- Minimum primary education with relevant working experience or diploma in Marine Engineering or Mechanical Engineering or NTC 3 certification or equivalent or completed apprenticeship in Marine Piping and Plumbing.
