Responsibilities
- Assists Topsides Engineering Project Manager in managing engineering work including engineering deliverables, man-hour and schedule control, mainly in multi-disciplinary topsides design related activities and to ensure work performed on the project is in accordance with company quality, systems and safety requirements
- Understand the contract and scope of work for topsides with sub-contractor
- Prepares key project documentation as per project specification requirements
- Manages project topsides related drawings and controls technical documentation across disciplines
- Prepares schedule, pre-planning and resource forecasting for engineering and other technical activities relating to the project topsides design, ensuring all activities are kept within the project budget
- Assists topsides EPM in organizing regular inter-discipline review meetings and interface checks.
- Participates in project meeting, reports on the project status and attends to basic technical queries and issues including reviewing the performance of vendors/ subcontractors in the project
- Liaises with customers, topsides design sub-contractor, vendors, consultants and cross-functional team to coordinate project plan and handles technical issues in order to meet the project schedule
- Assists topsides EPM to ensure Design Reviews conducted with appropriate attendees and manage the action register to monitor the close-out of identified action items.
- Supports topsides EPM in identifying dependencies and obtaining alignment with project stakeholders to ensure safety and quality are not sacrificed in the effort to meet the project schedule.
- Collates project documentation and database from the project for submission and retention, as required and compiles the records from current and past projects as lessons learnt
- Reviews the activities & deliverables list from each discipline, mainly the topsides design related activities & deliverables
- Lead & co-ordinate between Hull’s Team, topside lead designers from every discipline, external design house (when applicable) & client (when applicable) to define the boundary for each module and boundary between topside & hull
- Co-ordinates between discipline to utilize the shared license based-on work priority;
- Monitors & control the topsides design manhours based-on the available budget allocated by commercial team or as defined by discipline Lead Designer
- Records & follow-up all the topsides design pending issues / problems highlighted by Lead Designers from every discipline, and report to Topsides Engineering Manager
- Expedites the information required by each discipline prior to start & complete the topsides design works
- Monitor 3D model clashing issues with other discipline
- Prepares Weekly Report related to Overall topsides design Progress, Area of Concern, Pending Items, Clashes Register, Interface Register, Down Time Register, Available Resources against Planned Resources, Manhour Usage against Planned Manhour, etc & Action Plan & submit to Topsides Engineering Manager/Engineering Project Manager & GM
- Assists topsides EPM in preparing project close-out, including as-built documentation and engineering close-out reports.
- Tack and coordinate changes with Discipline Leads ensuring team members follow the management of change process (MOC); ensure recorded changes are followed through.
- Proactively identify and monitor areas likely to change to reduce the “surprise” element, added costs and delays to project.
- Coordinate the interfaces with subcontractors and third party consultants and ensure all changes are captured through MOC process
Requirements
- Minimum Bachelor Degree in Engineering
- Minimum 10 years working experience in offshore oil and gas project managing topsides design works
- Able to liaise with internal and external parties
- Able to comprehend the strategies, work methods, processes and systems in overall project execution and engineering execution of topsides design
- Highly competent interpersonal and influencing skills to tactfully and diplomatically manage ambiguity, conflict and uncertainty in a culturally diverse environment.
- High awareness of safe working practices associated with design, construction, mechanical completion, pre-commissioning and commissioning of an oil and gas facilities.
