Contract Duration: 12 months


Assist the Operations Manager in managing the Building Services & Tenant Management (BSTM) operations at One Raffles Place, aiming to exceed Grade A office building standards.


Job Responsibilities:

  • Develop and manage daily operations to ensure high standards and compliance with service levels.
    Create policies to enhance operational efficiency and productivity.
  • Improve SOPs and departmental BCP.
  • Manage a team of service providers.
  • Ensure effective communication within the team and with stakeholders to meet KPIs.
  • Review contract specifications for cost-effectiveness and competitiveness.
  • Oversee capital replacement works, asset enhancement initiatives, and maintenance tasks.
  • Liaise with government authorities and consultants on regulatory requirements.
  • Ensure compliance with building and statutory regulations.
  • Implement safety and health procedures in line with the WSH Act and other laws.
  • Prepare budgets for OPEX/CAPEX works and manage expenditures within the approved budget.
  • Conduct tender exercises for OPEX/CAPEX works and manage projects according to timelines.
  • Draft approval papers for OPEX/CAPEX requests.
  • Manage service providers to support the organization’s core business.
  • Ensure high standards of maintenance and operational efficiency.
  • Administer contractual obligations and renew maintenance contracts timely.
  • Plan and organize preventive maintenance for all facilities-related works.
  • Identify defects and ensure completion of rectification works.
  • Plan building inspections and develop emergency plans.
  • Propose building improvement strategies and manage ad-hoc projects.
  • Develop and maintain the Fit-Out Guide.
  • Maintain good landlord-tenant relationships.
  • Attend to tenants’ service requirements.
  • Plan tenancy-related works, including fit-out, additions & alterations, reinstatement, and moving in/out.
  • Coordinate with other departments for tenancy improvement works.
  • Ensure proper handover and takeover of premises with documentation and as-built drawings.
  • Maintain and update building records.
  • Manage the tenant survey process.

Job Requirements:

  • Degree in Building Management, Facilities Management, or equivalent from a reputable institution.
  • At least 5 years of supervisory experience in estate/property management, preferably in large commercial or retail buildings.
    Experience managing tenants in Grade A office buildings.
  • Competence in reading and understanding technical/structural drawings.
  • Strong business acumen and managerial leadership qualities.
  • Excellent interpersonal and communication skills.
  • Independent, resourceful, self-motivated, result-oriented, and a team player.
  • Ability to work well under pressure in a fast-paced environment.
  • Versatile and quick in analyzing and resolving problems within deadlines.
  • Good knowledge of statutory requirements and codes of practice for building services, facility operations, maintenance, and safety.
